Job description

ICF is currently seeking an experienced early childhood senior leader capable of providing vision and priorities for key technical assistance (TA) programs on an HRSA project as the Program Director for the Maternal, Infant, and Early Childhood Home Visiting Program Technical Assistance Resource Center.

Candidates should have a superior mix of project management and business development skills; experience and knowledge of and a strong understanding of federal early learning priorities, systems and services. The Managing Director plans and manages deliverables for a large contract with the federal government to support high-quality implementation of home visiting through TA; improve the performance of home visiting programs to positively impact family outcomes by connecting awardees to technical expertise, sharing best practices, engaging experts and stakeholders, and utilizing evaluation and CQI methodologies.

The Managing Director is responsible for establishing and managing key relationships with the federal government and its representatives and will work closely with external stakeholders. The Managing Director will be responsible for leading, managing and monitoring all aspects of the project, including contractual administration.

The ideal candidate will have a background and experience in child development, maternal and child health, family engagement, and home visiting program implementation, with a focus on supporting effective program implementation, capacity building, and the full implementation of Home Visiting program requirements. Experience working with HRSA and the Maternal and Child Health Bureau(MCHB) Maternal and Child Health Bureau (MCHB) is preferred. Knowledge of other federal programs and policies related to early childhood development and continuous quality improvement is expected.

This position is home based with up to 25 percent travel to attend client meetings, related conferences and additional meetings.

Key Responsibilities:

  • Provide leadership, direction, and priorities to project staff to achieve the primary vision including key contract deliverables working as part of a portfolio of similar contracts and using a coordinated approach to ensure seamless services for the client.
  • Ensure contract deliverables are met and that timeliness, message and quality are per the federal contract and the standards of ICF
  • Support business development efforts including support for proposals
  • Ensure full staffing of project with professionals who have the knowledge and skills necessary to support federal government and contract priority and objectives
  • Serve as the principal liaison with federal government, other organizations with government-funded technical assistance contracts, and other stakeholders
  • Oversee the project budget and subcontracts, fiscal tracking, and corporate reporting
  • Ensure regular reporting and evaluation goals are well-established and met
  • Oversee the evaluation of TA services and reporting TA progress to the client.
  • Ensure creation of and execution of communications and information dissemination plan for key deliverables
  • Support MIECHV designated priorities and special projects being sensitive to federal guidance and structure
  • Build strong, positive relationships with the federal early childhood TA partners for ongoing communication, collaborative planning, and shared problem solving to foster early childhood systems building in state and local areas.
  • Leverage specialized depth and breadth of expertise and apply a broad perspective to identify solutions to complex tasks
  • Lead the development and delivery of complex tasks and deliverables on multiple ECE topics and activities
  • Demonstrate strong communication skills for client relations, team building, and business development purposes
  • Stay abreast of the latest research, tools, and resources that support the activities of HRSA, MCHB and the MIECHV program
  • Demonstrate excellent delegation skills and ability to work with the leadership team using a strength-based and collaborative approach to management.
  • Identify and manage risks in a timely and effective manner

Basic Qualifications:

  • A bachelor’s degree in early childhood education, education, public policy, public administration, or public health
  • 12+ years of experience in the early childhood or public administration field at a national or state level, including:
  • Prior experience implementing high-quality home visiting programs to positively impact family outcomes, child health outcomes.
  • Prior experience centering health equity in processes and outcomes, with a
  • preference for this work in a federal government program.
  • Prior experience leading complex training and technical assistance projects, including all facets of contract management, including budgeting, monitoring deliverables and project accomplishments, planning activities, and addressing challenges.
  • 7+ years of experience leading/managing, developing, and implementing projects providing technical assistance and leading virtual staff.
  • 5+ years of experience managing large and complex national TA efforts involving multiple types of tasks simultaneously in several geographic locations, including budgeting, monitoring deliverables and project accomplishments, planning activities, and addressing challenges
  • 5+ Experience supporting efforts of federal and/or awardee program staff to operationalize and implement MIECHV statutory and program requirements and leverage federal partnership opportunities to benefit awardees.
  • 5+ Experience leading/managing, developing, and implementing projects utilizing Process Consultation and Active Implementation
  • 5+ Experience interpreting data, developing analytical reports, summarizing trends, identifying key data findings and developing recommendations.
  • 1 yr of experience working with Microsoft or Smartsheet project management tools to track project plans, milestones, and timelines for project deliverables

Preferred Skills/Experience:

  • A master’s degree in early childhood education, education, public policy, public administration, or management
  • 10+ years of experience developing and implementing one or more of the following programs, services, initiatives or EC systems components:
  • Policies and procedures for Home Visiting programs
  • Family engagement strategies to support high quality family outcomes
  • Maternal and child heath
  • EC workforce development
  • EC systems building
  • Demonstrated consulting expertise, including process consultation
  • Demonstrated experience designing and implementing at State level

  • Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team
  • Ability to work with all levels of internal staff as well as outside clients and vendors
  • Flexibility to handle multiple priorities and work limited overtime

The pay range for this position based on full-time employment is:
