Job summary

Jobtailor is seeking a senior Technology Portfolio Governance leader to consolidate demand, capacity, and financial baselines across the enterprise. You will own intake, governance standards, and end-to-end planning processes, partnering with TPMs, Engineering, Finance, and vendors to ensure funded capacity and accurate reporting.

You will drive Jira and Clarity usage, develop intake templates, and deliver quarterly leadership readouts while maintaining data hygiene and adherence to governance

Qualifications

  • 8–10+ years of experience in technology portfolio governance, demand/capacity management, resource planning, or vendor operations, ideally within a large-scale enterprise or retail technology environment
  • Strong Agile and Quarterly Planning process experience
  • Ability to translate engineering demand into structured, funded capacity plans
  • Hands-on proficiency in Jira and Jira Product Discovery (JPD) for roadmap and demand structuring
  • Hands-on proficiency in Clarity for resource and financial tracking
  • Solid project management fundamentals and knowledge of planning, dependency tracking, and status reporting across multiple concurrent workstreams
  • Working knowledge of project finance Capex/Expense distinctions, budget-to-actuals tracking, and funding ceiling management
  • Working knowledge of vendor delivery operations, including SOW governance, headcount-based contracts, and demand-capacity alignment across multiple product teams
  • Ability to coordinate across TPMs, PDMs, Engineering leads, Finance, and vendor account teams without formal authority over all of them
  • Exceptional process rigor; ability to define intake workflows, enforce compliance, and hold stakeholders accountable without being bureaucratic
  • Clear, direct, insight-first communication skills and experience presenting operational data and risk flags to senior technology leadership
  • Comfort operating with ambiguity and designing structures where none exist
  • Comfort working alongside AI-enabled tooling and automation in a governance, reporting, or PMO context
  • Prior experience in an offshore/nearshore vendor governance model
  • Familiarity with Capex/Expense project accounting in technology portfolios
  • Experience in retail, apparel, or consumer-facing technology organizations
  • Exposure to PMO or TMO operating models, portfolio health reporting, and QP governance ceremonies

Responsibilities

  • Own supporting governance documentation and standards
  • Own the GTS portfolio demand intake process end-to-end, including intake templates and workflows
  • Ensure submissions include clear scope, funding, and guardrails before entering planning
  • Own demand-capacity planning and reconciliation with Product/Delivery Managers, TPMs, Engineering, and Finance
  • Own resource planning across MSP and non-MSP populations, validating funding and resource mapping
  • Ensure clean onboarding into Clarity and Jira
  • Maintain Clarity resource data hygiene, perform recurring audits, and fix root causes with system owners
  • Track vendor and MSP utilization against contracted capacity ceilings
  • Resolve allocation and demand discrepancies and flag risks to Finance and portfolio governance
  • Govern managed-services vendor timesheet compliance and Clarity allocation accuracy
  • Partner with vendor account leads on standards adherence
  • Create training materials and hold office hours for TPM and Engineering teams
  • Keep demand and delivery data accurate across reporting and carryover tracking
  • Produce recurring portfolio reporting
  • Own supporting sections of quarterly leadership readouts
  • Partner with Finance on Capex/Expense reconciliation and the Director on final materials
