Job summary

Jobtailor is seeking an experienced Senior Project Manager in the United States to lead secure facility construction programs from initiation through closeout. You will manage scopes, schedules, budgets, and quality while serving as the primary client contact and coordinating with defense and government security partners.

The role requires 8–10+ years in real estate or construction, with experience in SCIF/CCIF projects and ICD‑705 standards.

Qualifications

  • Bachelor’s degree required; MBA or Master’s in Engineering, Architecture, or related field preferred.
  • 8–10+ years in progressive project management in commercial real estate or construction.
  • Experience managing secure facility construction (SCIF, SAPF, CCIF) and ICD‑705 projects preferred.
  • Strong analytical and organizational abilities.
  • Executive‑level communication and interpersonal skills.
  • Proficiency with project management software and MS Office.

  • Review change orders, invoices, and project documentation.
  • Provide executive‑level reporting and status updates to clients and leadership.
  • Ensure compliance with codes, safety regulations, and JLL standards.
  • Manage contract negotiations, procurement, and vendor selection.
  • Guide design implementation from concept to signoff across teams.
  • Develop procedures for project distribution, receipt, and award.
  • Monitor multi‑project performance against schedules and milestones.
  • Lead and mentor project management staff; drive process improvements.

Job description

Responsibilities
  • Oversee all phases of project delivery from initiation to closeout, managing scope, schedule, budget, and quality standards.
  • Serve as primary client contact, building strategic relationships and ensuring satisfaction throughout project lifecycle.
  • Lead project teams including engineers, contractors, and internal stakeholders to achieve project goals.
  • Manage secure facility construction projects including secure facility construction, ICD‑705 compliant upgrades, and classified compartmented information facilities for defense industry and government clients.
  • Coordinate accreditation processes with government Authorizing Officials (AO), Cognizant Security Authorities (CSA), and security personnel; oversee RF shielding, TEMPEST compliance, red/black separation, and specialized security systems.
  • Partner with Facility Security Officers (FSO) and Special Security Officers (SSO) to implement construction security plans, manage clearance verification, and ensure compliance with NISPOM and ICD‑705 standards.
  • Develop comprehensive project plans, budgets, and schedules; monitor financial performance, identify risks, and implement mitigation strategies.
  • Review and approve change orders, invoices, and project documentation.
  • Conduct regular status meetings and provide executive‑level reporting to clients and senior leadership.
  • Ensure compliance with building codes, safety regulations, and JLL quality standards.
  • Manage contract negotiations, procurement processes, and vendor selection.
  • Guide clients and teams through design implementation: conceptual, schematic, design development, construction documentation, and signoff.
  • Develop procedures for distribution, receipt, and award of projects and services.
  • Manage project performance against schedules, milestones, and critical path items on multiple projects.
  • Manage vendor and project team performance ensuring compliance with contractual requirements and client expectations.
  • Lead a team of project management professionals who are charged with the same responsibilities listed above; provide leadership and guidance to their team members, while remaining connected to the team’s portfolio of project work, mentoring junior project managers and contributing to department best practices and process improvement.
Requirements
  • Bachelor’s degree required; MBA or Master’s in Engineering, Architecture, or related field preferred.
  • 8‑10+ years of progressive project management experience in commercial real estate or construction.
  • Experience managing secure facility construction (SCIF, SAPF, CCIF) and ICD‑705 compliant projects preferred.
  • Strong analytical and organizational abilities.
  • Executive‑level communication and interpersonal skills.
  • Proficiency in project management software (MS Project, Primavera P6, Ingenious, Procore) and Microsoft Office Suite.
  • Ability to read and interpret construction drawings and specifications.
  • Knowledge of building codes, life safety systems, and permitting processes.
  • Understanding of ICD‑705 standards, secure facility construction methodologies, and government security protocols.
  • Financial acumen for budget development and cost control.
  • Contract administration and procurement expertise.
  • Leadership and team coordination capabilities.
  • PMP, CCM, LEED AP, or similar professional certification (preferred).
