Senior Manager, Project Management Office

Telework, up to 2 days per week, may also be available. Telework eligibility is based on job functions and the approval of the Administrative Head.

The Senior Manager of the Project Management Office is a senior leadership role within Judicial Information Systems (JIS). This position oversees the JIS portfolio of projects, establishing and implementing project, program, and portfolio management roadmaps, and providing significant input to the IT Master Plan. The role is crucial in guiding JIS projects from inception to completion, ensuring they are delivered on time, within scope, and on budget.

Key Responsibilities:

  1. Manage, coordinate, advocate, and facilitate enterprise IT demands and projects that comprise the JIS Project Portfolio.
  2. Balance project management expertise with strong leadership skills to achieve success in the execution of complex IT projects.
  3. Oversee all aspects of the JIS demand and project pipeline.
  4. Equip JIS, AOC, and court leaders and stakeholders with information to make data-driven decisions regarding the prioritization of proposed projects.
  5. Facilitate project meetings, communication, and dissemination of relevant information.
  6. Track project deliverables and timelines.
  7. Ensure consistent management, processes, and delivery in project management.
  8. Organize and maintain document repositories.
  9. Ensure project artifacts and templates are reviewed and revised regularly and effectively used by the project management staff.
  10. Develop, maintain, and disseminate professionally crafted presentations, reports, and other materials in various formats.
  11. Maintain and communicate a holistic view of the JIS project portfolio, including demands, active projects, and completed projects in the IT Master Plan.
  12. Compile and report current and accurate initiative, program, and portfolio metrics, status, and progress based on data provided by IT project Managers and stakeholders.
  13. Participate in or staff relevant workgroups and committees, including keeping and sharing agendas and minutes, sending meeting invites, and facilitating when appropriate.
  14. Coordinate, champion, and/or support the development and/or adoption of corresponding methodologies, frameworks, standards, processes, and tools suitable to the current and future IT/business environment.
  15. Oversee the distribution of strategic and tactical support for effective, efficient, and cost-effective implementation and delivery of projects aligned with the Judiciary's strategic priorities.
  16. Work in close cooperation with the JIS units to evaluate, scope, and provide recommendations for new requests submitted through the Demand intake process.
  17. Assist JIS unit and project teams with project coaching, and training on processes and tools.
  18. Participate in the evaluation and selection of project management and/or business analysis software and tools that best meet the Judiciary's needs.

Leadership and Supervision:

  1. Provide leadership, direction, and mentoring to a team of professional staff.
  2. Supervise employees, including selecting or recommending selection, training, assigning and evaluating work, coaching, counseling, disciplining, termination/recommending termination and conducting performance reviews.
  3. Maintain effective communication within the department through the facilitation of team meetings, communication, and dissemination of relevant information.

Minimum Qualifications:

Education: Bachelor's degree from an accredited college or university.

Experience: Eight (8) years of IT project management experience, including running large multi-million-dollar projects; managing the execution, monitoring, and evaluation of major IT projects; and leading project teams within medium to large organizations. Four (4) years of experience in direct supervision of professional staff.

Licenses and Certifications: Preferred: Project Management Professional (PMP) certification.

Note: Professional work experience as defined above may be substituted on a year-for-year basis for up to four (4) years of the required education.

Knowledge, Skills, and Abilities:

Knowledge of:

  1. Expert knowledge of industry standard project management best practices.
  2. Excellent program and project planning, budgeting, scheduling, and resource management skills.
  3. Practical knowledge of full lifecycle development and implementation methodologies.
  4. Considerable knowledge of and practical experience with project management software and reporting systems.
  5. Understanding and knowledge of technical principles such as enterprise architecture design, relational database concepts, enterprise resource planning, and software application development.
  6. Knowledge of strategic planning principles.
  7. Advanced knowledge of project management methodologies and tools.

Skill in:

  1. Extensive experience with developing, implementing, and monitoring an IT program and project delivery.
  2. Strong organization, detail-oriented, and administrative skills in tracking multiple initiatives and issues.
  3. Practical experience with managing departmental and multi-department project teams.
  4. Experience with tracking resource usage against plans.
  5. Experience establishing cross-functional work processes and developing project best practices, policies, procedures, and processes.
  6. Excellent problem-solving skills and ability to design custom processes and solutions to address specific situations.
  7. Extensive communication and presentation skills to facilitate and lead presentations and meetings with diverse groups.
  8. Strong time management skills and ability to keep projects on tight timelines.
  9. Extensive supervisory management skills with the ability to hire, manage, develop, lead, motivate, retain staff and conduct performance reviews.
  10. Experience in management and negotiations with third-party vendors.
  11. Strong writing skills and ability to produce content that is error-free, well-designed, visually appealing, and concise.
  12. Skilled in customer service and responding to inquiries in a timely manner.
  13. Experience in the development of Requests for Proposals (RFPs), Requests for Information (RFI), and Statements of Work (SOWs).
  14. Proficiency with Microsoft Word, Excel, PowerPoint, Publisher, or other content design tools.

Ability to:

  1. Expert ability to multi-task and manage several ongoing projects at once.
  2. Ability to analyze and interpret critical path, draw conclusions and prepare clear and concise reports and recommendations.
  3. Superior ability to build collegial relationships and collaborate with senior leadership, peers, and staff at all levels.
  4. Ability to communicate effectively, both verbally and in writing, with a variety of stakeholders (IT professionals, executives, court leadership, staff, and subject matter experts).
  5. Ability to create accurate and understandable documentation to convey complex concepts and project status to non-technical and technical audiences as required.
  6. Highly self-motivated, self-directed, and has the ability to effectively prioritize and execute tasks under pressure.
  7. Ability to troubleshoot and anticipate barriers in meeting deadlines.
  8. Ability to prioritize staffing, work, and projects and adjust schedules and workload.

Physical Requirements:
