Role Profile:

This is a full-time, on-site role as a Senior Manager – Project Department with P3Works.

The Senior Manager – Project Department serves as a senior people and portfolio manager of multiple metro areas, responsible for overseeing district formation and infrastructure financing projects across Texas. This role provides strategic leadership, mentors Project Managers and Analysts, drives process improvements, and serves as a trusted advisor to clients, elected officials, developers, and key stakeholders.

The Senior Manager – Project Department is responsible for the successful delivery of client engagements, team performance, client satisfaction, operational excellence, and achievement of billable, utilization, and realization goals individually and across the department. This role provides day-to-day leadership and oversight for projects, ensuring client satisfaction, responsiveness, budget compliance, and quality standards.

Beyond project deliverables, the Senior Manager – Project Department is expected to develop and elevate the capabilities of each team member through coaching, feedback, and intentional leadership. Success in this role is measured not only by the outcomes of client engagements, but also by the growth, performance, and readiness of the team. This individual plays a key role in strengthening long-term analyst/client relationships, developing future leaders, and supporting the continued growth and success of P3Works within the industry and across Texas.

The ideal candidate combines strong leadership, integrity, governmental finance or adjacent experience, and project management expertise, with relationship development, and process improvement capabilities. They are proactive, highly organized, politically savvy, and passionate about developing others while delivering exceptional client outcomes.

Project Leadership and Portfolio Management
  • Provide strategic oversight for approximately 30–40 active project formation projects.
  • Ensure projects are completed accurately, efficiently, and in accordance with firm standards.
  • Coach mentees in monitoring project timelines, deliverables, workloads, and priorities across assigned teams.
  • Develop technical and industry knowledge, including relationships to serve as the escalation point for complex project, stakeholder, and client issues.
  • Coordinate resources and staffing to support successful project completion.
  • Identify risks proactively and implement solutions before issues impact client satisfaction.
  • Coach mentees in project deliverables for process improvements in quality, completeness, and compliance with current best practices, while developing the client ownership skills of Project Managers and technical deliverable skills of Analysts as the respective subject matter experts.
Client Relationship Management and Stakeholder Engagement
  • Build and maintain relationships for clients in multiple metro areas in Texas,, including developers, city councils, and partner advisors financing horizontal infrastructure, and using those relationships to coach and demonstrate superior customer service skills.
  • Lead meetings, presentations, and discussions involving complex and politically sensitive matters.
  • Deliver a concierge-level client experience consistent with the P3Works commitment to service excellence, assisting staff to become excellent relationship owners.
  • Represent P3Works professionally at public meetings, conferences, and industry events.
Team Leadership and Development
  • Lead, mentor, and develop Project Managers and senior Analysts.
  • Provide coaching, feedback, accountability, and career development support.
  • Support succession planning and leadership development initiatives.
  • Foster a culture of collaboration, accountability, continuous improvement, and client service excellence.
  • Partner with leadership to evaluate team performance, utilization/realization and growth targets, future needs, and support talent development efforts.
  • Demonstrating proactive communication regarding project status, timelines, challenges, and opportunities to Project Managers as the subject matter experts.
Coaching Culture
  • Develop and model a structured, analytical approach to problem-solving, equipping team members to identify root causes, evaluate options, and implement effective solutions including clear communication across all relationships.
  • Foster a culture of initiative, ownership, and continuous learning by recognizing proactive behaviors and creating an environment where Project Managers and Analysts feel comfortable bringing forward ideas and incomplete solutions to be coached and refined, rather than waiting for direction.
  • Establish and communicate clear performance expectations for each analyst level, providing consistent goalsetting sessions, reviews, coaching, accountability, and feedback to support individual growth while ensuring fairness across the team.
  • Translate business objectives and client requirements into well-defined technical workstreams, aligning projects with the skills and strengths of team members to optimize delivery quality, efficiency, and professional development.
Process Improvement and Operational Excellence
  • Lead process improvement initiatives across project operations.
  • Apply Lean Six Sigma and DMAIC principles to improve efficiency, quality, and scalability.
  • Develop and implement standardized workflows, templates, and best practices.
  • Support the creation of training materials and documentation to support consistency across teams.
  • Leverage technology, automation, reporting tools, and AI solutions to improve productivity and client service.
  • Drive a culture of continuous improvement throughout the organization.
Performance and Business Management
  • Monitor and present regular updates regarding portfolio performance, project metrics, utilization, and realization.
  • Support annual budgeting, workforce planning, and operational forecasting activities.
  • Oversee project progression and actively analyze resource allocation and team performance to ensure clients receive deliverable free from material errors.
  • Analyze trends and identify opportunities to improve efficiency and profitability.
  • Support leadership in achieving operational and financial objectives.

Qualifications
Required
  • Bachelor's degree in Business, Finance, Public Administration, Planning, Engineering, or a related field.
  • 10+ years of progressive experience in municipal finance, project management, consulting, systems integration, district administration, public-sector advisory services, or a related field.
  • Demonstrated experience leading complex projects involving multiple stakeholders.
  • Previous leadership and management experience with responsibility for team development and performance.
  • Strong presentation, communication, negotiation, and relationship-building skills.
  • Advanced proficiency in Microsoft Office Suite, including Excel, Word, PowerPoint, and Outlook.
  • Experience leveraging technology and AI tools to improve workflow efficiency.
  • Strong analytical, organizational, and problem-solving abilities.
  • Ability to manage multiple priorities and deadlines simultaneously.
  • Ability to travel throughout metro area, with some state-wide travel as needed.
Preferred
  • Master's degree in Business, Finance, Public Administration, Planning, or a related field.
  • Lean Six Sigma Green Belt, Black Belt, or similar certification.
  • Experience developing operational dashboards and performance reporting.
  • Experience leading process improvement and organizational change initiatives.
  • Experience creating training programs and standardized operating procedures.
Travel Requirements
