RTX is seeking a Program Manager to lead the Sterling program within Space Protection and Control. You will own cost, schedule, and technical performance and act as the primary interface to the customer COTR/PM, directing a matrixed team to staff with the right skills.

You will develop and present the annual operating plan and long-term outlook, support capture activities, and drive cost, quality, and schedule improvements to keep the program competitive in a fast-paced defense environment.

Qualifications

  • Typically requires a University Degree or higher with relevant experience; advanced degree optional with 7+ years.
  • External & internal customer exposure experience is preferred.
  • Experience with software development programs and agile lifecycle.

Responsibilities

  • Establishing and growing a trusted partnership with the customer as primary interface with the COTR/Customer PM.
  • Foster a positive team culture to meet program objectives on schedule and at cost.
  • Communicate program status and corrective actions promptly.

What You Will Do:

Mission Solutions and Payloads (MSP) is seeking a Program Manager to execute the Sterling program within the Space Protection and Control (SPC) area. Sterling is a Special Access Program. The Program Manager is responsible for the cost, schedule, and technical performance of the program and is the primary interface to the customer COTR/PM. The Program Manager must be able to provide leadership, direction, and execution management of the program to include working directly with functional leaders within the matrixed organization to ensure the programs are properly staffed with personnel that have the right skill sets as well as behaviors, setting priorities, resolving conflicts & barriers. The PM will also own the responsibility for developing and presenting to senior management the program Annual Operating Plan (AOP) and long-term financial outlook to grow multiple programs under their direct supervision. The selected individual will support and lead capture activities including proposals, cost estimating approach and analysis, and gate reviews. Further responsibilities include developing and communicating strategy and tactics to reduce cost, improve quality, increase performance and reliability, and improve overall competitiveness of the products.

The role is responsible for daily execution of the Sterling program , executing multiple parallel baselines with respective critical paths. The PM should have demonstrated experience in leading large teams including championing a positive team culture, driving program transformation, and embracing technology insertion/innovation. The selected candidate will also be identifying strategies to shape modernization activities aligned with the customer's vision. Candidate should be familiar with Software development program and Agile program methodologies.

Responsibilities include, but are not limited to:
  • Establishing and growing a trusted partnership with the customer counterpart and be the primary interface with the COTR/Customer PM
  • Drive a positive team culture to motivate the team to achieve program objectives on schedule and at cost
  • Clearly communicate program status and any corrective actions in a timely fashion
  • Partnering at multiple levels within enterprise to capture new business and ensure execution success
  • Presenting program status utilizing business and project management tools and procedures including Agile metrics, EVMS, IMS/IMP, Risk Management, Financial Forecasts and EAC required program statuses.
Qualifications You Must Have:
  • Typically requires a University Degree equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years experience.
  • External & Internal customer exposure experience.
  • Experience with software development programs
  • Knowledge of agile lifecycle and new product development.
  • The ability to coordinate and manage cross-functional teams of people and maintain strong relationships with stakeholders, team members and partners.
  • High Proficiency experience with Microsoft Office Suite.
  • Experience in a process driven environment, working to recognized standards or regulations.
  • An active and in-scope TS/SCI U.S. government issued security clearance is required for consideration. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

  • A high aptitude for problem solving, particularly where negotiations in priorities are concerned.
  • Ability to work to tight deadlines under pressure in a busy environment.
