Job summary

Information Technology Industry Council (ITI) seeks a Senior Manager of Policy to lead policy advocacy and strategic engagement across the ICT sector in the United States and key international markets. You will guide responses to regulatory inquiries, build relationships with government and industry stakeholders, and shape policy positions under the VP of Policy for Trust, Data, and Technology.

• 3–5 years’ work experience on policy issues, preferably in a trade association, business, advocacy or government setting.
• Experience on AI, online platforms/intermediaries, data policy/governance, cybersecurity/supply chain security, privacy and data protection, or cloud computing is a plus.

Responsibilities

• Manage and support advocacy approaches to policy and regulatory proceedings affecting ITI’s TDT Policy practice in the U.S. and global markets.
• Build relationships with policy stakeholders in the U.S. and global markets, including government officials, embassies, trade associations, and think tanks.
• Draft comments, talking points, white papers, and policy advocacy materials in response to regulatory inquiries.
• Monitor developments in policy, legislation, and regulatory actions and prepare summaries for the team.
• Manage member committees or working groups, including agenda development and logistics.
• Represent ITI at roundtables or panels on TDT issues in the U.S. and abroad.
• Engage directly in policy advocacy with government officials in the U.S. and internationally.
• Contribute to development and execution of public policy positions and strategies with cross-team collaboration.

Job description

As a Senior Manager of Policy, you will manage policy issues impacting the information and communications technology (ICT) industry, pursuant to the guidance of the VP of Policy for Trust, Data, and Technology (TDT). The TDT team takes an integrated approach to covering a broad portfolio of digital policy issues including artificial intelligence, cyber and supply chain security, privacy and data protection, telecommunications, data policy and governance, standards, internet platform and online intermediaries, semiconductors, cloud computing, quantum technologies, and other emerging technology issues. The TDT team serves as ITI’s digital policy subject matter experts and develops policy and advocacy strategies for addressing these issues in the United States (at the federal and state level) and key global markets, including across Europe, the Asia-Pacific, and the Americas. The Senior Manager’s focus areas will be grounded in the successful candidate’s experience and the TDT team’s needs, in consultation with the VP of Policy for TDT. This role is ideal for a candidate interested in developing expertise in emerging technology policy issues and is excited by the opportunity to build a substantive portfolio over time.

Your Responsibilities:

• Manage and support the implementation of advocacy approaches to policy and regulatory proceedings involving issues related to ITI’s TDT Policy practice in the United States key global markets.
• Build relationships with key policy stakeholders in the United States, key global markets, including from government (administration officials, legislators and their staffs, embassy representatives), multilateral organizations, trade associations, companies in the tech and other industry sectors, privacy and civil liberties groups; representatives of companies; think tanks and academics.
• Conduct research and draft comments responding to regulatory proceedings and inquiries in the U.S. and internationally, including multilateral organizations, talking points, white papers, and policy advocacy materials.
• Monitor, analyze, and prepare written summaries of relevant policy, legislative, and regulatory developments on policy issues in the TDT portfolio.
• Manage one or more member committees or working groups, including agenda development, meeting logistics, and ongoing member engagement.
• Represent ITI at roundtables or on panels on issues within the TDT portfolio in the United States and key global markets.
• Engage in direct policy advocacy with government officials in the United States and abroad.
• Contribute to the development of relevant public policy positions and strategies regarding issues within the TDT portfolio in partnership with colleagues across the organization.
• Bachelor’s degree; advanced degree in international relations, public policy, law, business, or a related field preferred.
• A minimum of three to five years’ work experience on relevant policy issues, preferably in a trade association, business, advocacy or government setting. Prior ICT experience a significant plus.
• Experience working on one or more of the following issues: artificial intelligence, online platforms/intermediaries, data policy/governance, cybersecurity and supply chain security, privacy and data protection, government access to data, cloud computing, quantum, technologies, or other emerging technology public policy issues.
• Experience in contributing to the development and execution of policy advocacy strategies.
• A network of relationships in the ICT policy community in the U.S. and, ideally, other global markets, including relationships with key government stakeholders for this issue portfolio.
• Ability to quickly understand, digest and communicate complex policy concepts to ITI colleagues, company representatives and policymaker audiences.
• International experience preferred, including cultural sensitivity and a demonstrated ability to communicate effectively with non‑native English speakers.
• Experience in government affairs and public policy, including industry affairs and coalition building.
• Experience working with AI tools a significant plus.

Pay range: $75,000 – 80,000
