Job summary

Blue Shield of California is seeking a Sr. Manager, Model Contracts to lead the design, drafting, and governance of provider contract templates and related documents.

You will partner with Legal, Compliance, Finance, and Operations to ensure templates are clear, compliant, and scalable across plans. The role requires strong leadership, strategic contracting expertise, and deep knowledge of the California health care market.

Qualifications

• Bachelor’s degree or equivalent with 4 years of additional relevant experience.
• 8+ years of experience in health plan operations, provider contracting, network management, or related fields.
• 4 years of prior people management experience with direct supervision responsibilities.
• Extensive knowledge of managed healthcare in the California market including risk models and payment methodologies.
• Excellent writing, editing, and document organization skills; ability to convert complex requirements into clear contract language.
• Excellent written and verbal communication with stakeholders at all levels.

Responsibilities

• Lead the designing, drafting, and updating of standardized contract templates, exhibits, amendments, notices, and other contracting documents for provider network agreements.
• Manage the review and modification of contracting strategies in response to market and product design shifts.
• Translate business, legal, regulatory, reimbursement, and operational requirements into practical template language.
• Partner with Legal and Compliance to ensure templates reflect applicable laws and internal governance.
• Develop intake models, clause playbooks, training materials, and process documentation.
• Collaborate with cross-functional teams on new products, provider network strategies, reimbursement models, and system implementations.
• Support initiatives to maintain competitive unit costs across products and ensure a strong provider network.
• Lead the Model Contracts team, including hiring, training, and directing Contracting Specialists.
• Coordinate with Network Management, Provider Contracting, Finance, Operations, Claims, Credentialing, and Provider Data teams for downstream implementation.
• Maintain a centralized template library with version control and drafting guidance.
• Support standardization initiatives by reducing language variation and improving usability.
• Review stakeholder feedback to recommend template enhancements.
