Job summary

The Senior Manager IT at University of Missouri - St. Louis oversees IT Development, leading a team responsible for design, development, and integration of enterprise software supporting academic, administrative, and business operations.

Qualifications

  • Experience with ERP, CRM, Student Information System, Advancement, or similar enterprise systems.
  • Experience with Microsoft Azure, AWS, or other cloud platforms.
  • Experience with technologies including SQL Server, Oracle, PostgreSQL, MySQL, .NET/C#, Python, REST APIs, Azure IntegrationServices, Boomi, Power BI, Kuali Build, Bridge, and other software commonly used in higher education

JOB SUMMARY

The Senior Manager, Information Technology – IT Developmentprovides strategic and operational leadership for the University'sapplication development and integration services. This positionleads a team of software developers responsible for the design,development, integration, maintenance, and support of enterprisetechnology solutions that enable critical academic, administrative,and business operations. The position serves as both a technicalleader and people manager, overseeing application portfolios,systems integrations, database architecture practices, projectdelivery, strategic planning, and staff development while ensuringalignment with institutional priorities.

PRIMARY RESPONSIBILITIES
Leadership & Staff Management – 20%
  • Lead, mentor, coach, and develop a team of applicationdevelopers.
  • Establish team goals, priorities, and performance expectationsaligned with departmental and university objectives.
  • Conduct performance evaluations and provide ongoing coaching andfeedback.
  • Support employee growth through professional development andtraining opportunities.
  • Allocate and manage staff resources to balance project deliveryand operational support functions.

Application Development & Technical Leadership –20%
  • Direct the design, development, enhancement, implementation, andmaintenance of enterprise software applications.
  • Establish software development standards, coding practices,testing methodologies, and deployment processes.
  • Oversee all phases of the software development lifecycle,including requirements gathering, design, development, testing,implementation, and support.
  • Ensure applications are scalable, secure, maintainable, andaligned with enterprise architecture standards.
  • Evaluate emerging technologies and recommend solutions thatimprove operational effectiveness.
Systems Integration & Data Management – 20%
  • Lead the development and support of integrations betweenenterprise applications, cloud services, and third-partysystems.
  • Design and oversee API-based, event-driven, and other enterpriseintegration solutions.
  • Ensure secure, reliable, and efficient exchange of data acrossinstitutional systems.
  • Provide leadership related to database design, optimization, andapplication data architecture.
  • Collaborate with database administrators to support applicationperformance, security, backup, and recovery processes.
  • Promote data integrity, consistency, and quality acrossenterprise systems.
Project Portfolio & Strategic Planning – 20%
  • Manage a portfolio of application development and integrationprojects.
  • Collaborate with stakeholders to prioritize initiatives based oninstitutional strategy and business needs.
  • Develop project plans, timelines, budgets, resource allocations,and risk mitigation strategies.
  • Monitor project progress, dependencies, deliverables, andoutcomes.
  • Partner with campus and ITS leadership to identify technologysolutions that improve business processes and operationalefficiency.
  • Develop and execute application development roadmaps aligned withthe University's strategic plan.
Customer Engagement, Governance & Security – 15%
  • Build partnerships with academic and administrative departmentsacross the university.
  • Translate business requirements into technical solutions.
  • Communicate project status, risks, technical concepts, andrecommendations to both technical and non-technicalaudiences.
  • Promote high levels of customer satisfaction through responsivesupport and continuous improvement.
  • Ensure compliance with institutional security standards,accessibility requirements, and applicable regulations.
  • Support change management, release management, quality assurance,and secure coding practices.
  • Lead vulnerability remediation and application securityinitiatives.
Other Responsibilities – 5%
  • Participate in enterprise architecture planning and technologymodernization efforts.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

Work is primarily performed in a professional office and technologyenvironment with regular interaction with faculty, staff, vendors,and campus stakeholders. The role requires extensive computerusage, participation in meetings, review of technicaldocumentation, and frequent communication with both technical andnon-technical audiences. The position involves sustained analyticalreasoning, complex problem solving, strategic decision making,project prioritization, and leadership responsibilities.

SUPERVISORY RESPONSIBILITIES

Directly supervises a team of application developers and technicalstaff. Responsibilities include hiring, onboarding, coaching,performance management, workload allocation, professionaldevelopment planning, and overall management of team performanceand productivity.

Minimum Qualifications
  • Bachelor’s degree and 6+ years of relevant experience; Master’sdegree and 5+ years, Doctorate and 3 years; or an equivalentcombination of education and experience.

Preferred Qualifications
  • Master's degree in Information Technology, Computer Science,Business Administration, or related field.
  • Experience working in higher education technologyenvironments.

  • Experience with Microsoft Azure, Amazon Web Services, or othercloud platforms.
  • Experience with ColdFusion application development platform andapplication server.
  • Familiarity with DevOps methodologies, CI/CD pipelines, andsource control systems.
  • Project management training or certifications, such as PMP, ScrumMaster, or Agile certifications.
