Rocketdyne is seeking an HR Operations & People Analytics Manager to stand up a best-in-class HR function for a distributed, multi-state workforce across the United States. This leader will design scalable HR processes, oversee HR operations, and drive compliance while delivering data-driven insights to executive leadership.

In this operator-and-builder role, you will lead onboarding/offboarding, automate key workflows, manage the HRIS, and partner with Legal, IT Security, Payroll, and Finance

Qualifications

  • Bachelor’s degree in HR, Business Admin, or related field.
  • 10+ years of progressive HR operations or HR shared services.
  • Experience with HRIS administration, reporting, process optimization, and automation.
  • Ability to design scalable processes and improve operations through technology.
  • Experience partnering with Legal, IT Security, Compliance, Payroll, Total Rewards, Finance, and Operations.
  • Strong analytical and organizational skills with high attention to detail.
  • Ability to handle confidential employee information with discretion.
  • Builder’s mindset focused on process improvement.

Responsibilities

  • Lead core HR operations across the employee lifecycle, including onboarding, offboarding, employee transactions, organizational changes, employment documentation, and personnel records management.
  • Oversee onboarding and offboarding processes to ensure a seamless experience from hire through separation.
  • Serve as the escalation point for complex HR operations matters, partnering with HR Business Partners and Legal as needed.
  • Develop and maintain self-service resources, job aids, and knowledge articles to improve consistency and employee experience.
  • Establish and continuously improve HR service delivery standards, SLAs, and operational performance metrics.
  • Identify manual, repetitive, or error-prone HR processes and redesign them using an automation-first approach.
  • Leverage automation platforms and AI tools to streamline workflows, improve efficiency, and enhance employee experience.
  • Design scalable workflows that reduce unnecessary manual effort while incorporating appropriate human review where needed.
  • Maintain governance and documentation for automated processes, including triggers, business rules, exception handling, and escalation paths.
  • Oversee the daily administration, maintenance, and optimization of the HRIS, ensuring data integrity and strong system performance.
  • Partner with IT, Finance, and Operations to drive system integration and cross-functional alignment.
  • Ensure employee data within the HRIS is accurate, complete, and reliable for reporting and operational use.
  • Ensure HR operations comply with company policies and applicable federal, state, and local employment laws.
  • Maintain accurate, compliant, and audit-ready employee records, documentation, and HR processes. Oversee recordkeeping, records retention, mandatory reporting, and audit preparation, including EEO-1, ACA, and state-specific filings.
  • Ensure confidential employee information is properly secured and retained in accordance with legal and regulatory requirements, including ADA, FMLA, and related confidentiality standards.
  • Build and maintain dashboards and standard reports for headcount, turnover, onboarding, compliance, service delivery, and project execution.
  • Develop reporting that provides leadership with visibility into key employee lifecycle and operational metrics.
  • Analyze trends and translate data into actionable insights to support HR leadership and executive decision-making.

We are looking for a dynamic HR Operations & People Analytics leader to join us as we stand up a best-in-class HR function to support Rocketdyne’s dynamic growth. This is an operator and builder role, ideal for a strategic thinker who embraces ambiguity as an opportunity as opposed to an obstacle.

The HR Operations & People Analytics Manager owns the processes, data, compliance, and service delivery that drives the employee experience across Rocketdyne’s distributed, multi-state workforce. As the operational backbone of the HR function, this role is responsible for designing scalable HR processes, overseeing HR operations, optimizing HR systems, and driving compliance across jurisdictions. The role also provides project leadership and governance related to people initiatives.

Key Responsibilities
HR Operations
  • Lead core HR operations across the employee lifecycle, including onboarding, offboarding, employee transactions, organizational changes, employment documentation, and personnel records management.
