Job summary

Evidence Action seeks a Senior Manager, Program Finance to lead financial partnering for the Syphilis-Free Start (SFS) program as it expands across countries. You will build financial models, manage budgets, and advise leadership on cost and funding decisions across multiple partners and countries.

You will work with global and country leadership, shaping plans, proposals, and donor reporting while ensuring strong financial controls and strategic decision support. Role starts January 2027.

Qualifications

• Bachelor's degree in a relevant field and at least 6 years of related experience.
• Experience leading financial planning, analysis, and management for complex programs with multiple budgets and funding streams.
• Built multi-year forecasts, scenarios, and cost-driver models in Excel as assumptions change.
• Ability to translate program and operating assumptions into budgets and recommendations; explain costs, risks, and tradeoffs to senior leaders.
• Working knowledge of restricted-grant management, proposal budgets, donor financial reporting, cost recovery, indirect and shared costs, internal controls, and financial risk management.
• Experience assessing partner budgets and designing financial arrangements for partners, subrecipients, fiscal agents, or other third parties.
• Improved financial processes across teams while managing concurrent workstreams; identifying dependencies and raising risks early.
• Able to work across a matrixed, multi-country organization to support centralized and field-based teams.

Responsibilities

• Build and maintain multi-year financial models linking program design, country sequencing, staffing, implementation timing, delivery models, and funding.
• Lead annual budgets, forecasts, revisions, and scenarios showing trade-offs when geography, timing, staffing, or scope changes.
• Develop multi-country proposals and partner budgets; translate assumptions into credible cost structures.
• Advise on donor restrictions, cost recovery, and flexible funding needs; prepare financial narratives and analyses.
• Define the finance workstream for country entry and partnerships, including budgets and reporting requirements.
• Oversee donor financial reporting and grant closeout; act as finance partner to leadership across teams.
