Qualifications

• 12+ years of progressive program/project management experience, including supervisory or management responsibilities.
• Proven expertise in federal contract financial management and Earned Value Management (EVM).
• Ability to lead multiple cross-functional teams and influence senior stakeholders and external partners.
• Experience guiding Agile/hybrid delivery environments and complex programs.
• CMS, Medicare, or federal health IT experience is preferred.
• Active Public Trust clearance required.

Responsibilities

• Oversees program management across Delivery Support Services sub-functions.
• Acts as backup to Program Managers ensuring continuity and escalation paths.
• Identifies AI-enabled efficiencies and process improvements.
• Develops PM standards, templates, and processes aligned with PMI and CMS.
• Monitors master schedule and flags deviations to leadership.
• Manages budgeting, forecasting, cost variance, and EVM deliverables.
• Coordinates with finance and contracts to ensure timely artifacts.
• Maintains deliverable tracking, status reporting, and compliance docs.
• Leads risk management and communicates threats to schedule, cost, or quality.
• Supports staffing with Delivery Managers and PMs; staff development.
• Oversees documentation management and version control.
• Directly supervises Delivery Support Services team and mentors staff.

Job description

Responsibilities

• Executes the program management framework and ensures daily adherence across all Delivery Support Services sub-functions.
• Serves as the alter ego and backup to Program Managers when required, maintaining operational continuity and escalation pathways.
• Identifies and implements AI-enabled efficiencies and process improvements.
• Develops and maintains program management standards, templates, and processes aligned with PMI standards, CMS expectations, and industry best practices.
• Monitors the integrated master schedule and surfaces deviations or risks requiring leadership attention.
• Leads daily financial activities including budgeting, forecasting, cost variance analysis, and preparation of EVM deliverables.
• Coordinates with finance and contract teams to ensure accuracy and timely submission of required artifacts.
• Manages deliverable tracking, status reporting, compliance documentation, and internal adherence reviews.
• Develops and maintains the portfolio risk register, leads enterprise risk review cadences, and communicates and escalates threats to schedule, cost, or quality.
• Oversees day-to-day quality assurance, ensuring process compliance in coordination with Delivery Managers, Test Engineering teams, and enterprise leaders.
• Partners with Delivery Managers, Scrum Masters, the Blacksburg Director, CMSS leaders, and PMs to anticipate and meet staffing needs.
• Leads solutioning for performance management, onboarding, offboarding, training research and delivery, mentoring programs, succession planning, and talent development across the portfolio.
• Oversees documentation management, ensuring proper creation, maintenance, versioning, storage, and adherence to standards.
• With the Manager, directly supervises the Delivery Support Services team and supports their professional development.
• Fosters a culture of trust, customer service, transparency, accountability, continuous improvement, and mission focus.

Requirements

• 12+ years of progressive program/project management experience, including supervisory or management experience.
• Proven experience in federal contract financial management and Earned Value Management.
• Demonstrated ability to lead multiple cross-functional teams and influence senior stakeholders and external partners.
• Experience managing complex programs and Agile/hybrid delivery environments.
• Demonstrated ability to develop departmental plans, set priorities, and allocate resources to meet organizational objectives.
• CMS, Medicare, or federal health IT experience preferred.
• Active Public Trust required.
