Job summary

Sabel Systems is seeking an Experienced IT Program/Project Manager in the Dayton, Ohio area to lead an enterprise PLM modernization effort. You will oversee scope, schedule, and cost to a fixed-price baseline and coordinate subcontractors to deliver compliant, high-quality outcomes.

You will manage Agile teams, CPARS metrics, risk registers, and staffing with on-site collaboration to accelerate DoD digital engineering initiatives.

Qualifications

  • US citizen with an active DoD Secret or higher clearance.
  • Based in the Dayton, OH area with onsite presence as required by the customer.
  • Minimum 7+ years of IT program/project management experience, including managing firm-fixed-price contracts or task orders for DoD or federal government customers.
  • Proven experience managing scope, schedule, and cost to a fixed-price baseline.
  • Direct experience supporting enterprise-scale software or system implementation/modernization programs.
  • Experience leading Agile/Scrum delivery teams.
  • Bachelor's degree in a related field.
  • Working knowledge of FAR/DFARS basics, CDRLs, CPARS, and monthly status reporting.

Responsibilities

  • Own the end-to-end delivery of an enterprise PLM modernization program, managing scope, schedule, cost to a fixed-price baseline, and contract deliverable submissions.
  • Coordinate the performance of subcontractors or teaming partners, ensuring all contract deliverables meet quality and compliance standards prior to submission.
  • Track and report percent-complete, schedule, and cost performance on a weekly cadence against the fixed-price baseline; identify scope creep and change-order needs.
  • Own CPARS-facing performance metrics — track leading indicators weekly, report monthly, and drive corrective action.
  • Maintain the program risk register and issue log; proactively identify and mitigate risks to schedule, cost, security, and compliance.
  • Work with a Sabel director to manage staffing and resource management for the program team; recruit and onboard personnel.
  • Maintain program documentation using customer-mandated collaboration tools and internal PM tooling (e.g., Jira, MS Project, SharePoint).

What You’ll Do
  • Own the end-to-end delivery of an enterprise PLM modernization program, managing scope, schedule, cost to a fixed-price baseline, and contract deliverable submissions
  • Coordinate the performance of any subcontractors or teaming partners supporting the program, ensuring all contract deliverables meet quality and compliance standards prior to submission
  • Track and report percent-complete, schedule, and cost performance on a weekly cadence against the fixed-price baseline; identify scope creep, unfunded requirements, and change-order needs before they erode program margin
  • Own the program's CPARS-facing performance metrics — track leading indicators weekly, report monthly, and drive corrective action before quarterly
  • Acceptable Quality Level (AQL) thresholds are at risk of breach
  • Own the program risk register and issue log; proactively identify and mitigate risks to schedule, cost, security, and compliance before they become findings
  • Working with a Sabel director to manage staffing and resource management for the program team — recruit, onboard, and manage performance of both FFP key personnel and labor-hour staff, and execute personnel substitutions within contractually mandated timelines
  • Maintain program documentation and reporting using customer-mandated collaboration tools and internal PM tooling (e.g., Jira, MS Project, SharePoint)
What You Bring
Required
  • US citizen with an active DOD Secret or higher clearance
  • This position is based in the Dayton, Ohio area (Wright-Patterson AFB) with onsite presence as required by the customer
  • Minimum 7+ years of IT program/project management experience, including demonstrated success managing firm-fixed-price (FFP) contracts or task orders for DoD or federal government customers
  • Proven experience managing scope, schedule, and cost to a fixed-price baseline — including percent-complete tracking, change control, and margin protection
  • Direct experience supporting enterprise-scale software or system implementation/modernization programs (200+ end users, multi-site or multi-organization rollout, complex data migration, legacy system transition)
  • Experience leading Agile/Scrum delivery teams, including managing sprint ceremonies, release planning, and milestone-based (MVP/TRR) delivery
  • Bachelor's degree in a related field (or equivalent combination of education and relevant work experience)
  • Working knowledge of government contracting fundamentals — FAR/DFARS basics, CDRLs, CPARS, deliverable acceptance processes, and monthly status reporting requirement
Preferred
  • PMP (Project Management Professional) or PMI-ACP (Agile Certified Practitioner) certification; DAWIA Program Management certification a plus
  • Experience managing programs built on a PLM (Product Lifecycle Management) platform, particularly Siemens Teamcenter
  • Prior experience supporting U.S. Air Force customers, with familiarity with acquisition, logistics, and engineering business processes
  • Working knowledge of Earned Value Management (EVM) principles and how they are tailored or applied on firm-fixed-price contracts
