Position Summary

The Senior Manager, Data Governance plays a strategic leadership role within Empower Pharmacy’s Information Technology (IT) organization, responsible for developing and executing governance frameworks that ensure the availability, quality, integrity, and compliance of enterprise data assets. This position partners with Legal, Human Resources (HR), Compliance, and business leaders to promote a data-driven culture and align governance strategies with operational and regulatory goals. By fostering cross-functional collaboration, applying sound judgment, and leading with clear communication, the Senior Manager ensures data is treated as a trusted and strategic asset across the organization.

Duties and Responsibilities
  • Develops and oversees the execution of enterprise-wide data governance policies, standards, and processes to meet internal and external compliance requirements, including the Health Insurance Portability and Accountability Act and the General Data Protection Regulation.
  • Leads the development and execution of enterprise-wide data stewardship initiatives, ensuring cross-functional alignment on master data management, data lineage, and metadata governance to support scalability and compliance.
  • Partners with Legal, Human Resources, Compliance, and Information Technology to define, implement, and continuously evolve data access protocols, retention policies, and privacy frameworks in accordance with regulatory and organizational standards.
  • Defines and operationalizes key performance indicators and advanced dashboarding solutions to proactively monitor data quality, assess regulatory exposure, and track governance maturity across all critical business systems.
  • Integrates artificial intelligence (AI)-powered platforms to automate data cataloging, detect anomalies in real time, and enforce data governance policies, driving improved transparency, efficiency, and risk mitigation.

While performing the responsibilities of the job, the employee is required to talk and hear. The employee is often required to remain in a stationary position for a significant amount of the workday and frequently use their hands and fingers to handle or feel in order to access, input, and retrieve information from the computer and other office productivity devices. The employee is regularly required to move about the office and around the corporate campus.   • Demonstrated success in designing and scaling enterprise data governance programs, leading cross-functional initiatives from concept through execution, and embedding governance practices into business operations through effective platform integration and change management.
  • Proven ability to influence and align senior stakeholders across Legal, HR, Compliance, and IT through strategic collaboration, clear communication, and sound judgment, with strong track record of leveraging AI to enhance data quality, policy automation, and governance insights.

Experience and Qualifications
  • Minimum of 15 years of experience in data governance, data management, or regulatory compliance, including 5 years in a leadership role within highly regulated environments.
  • Bachelor’s degree in Information Systems, Data Science, Business Administration, or a related field; master’s degree preferred.
  • Certified Data Management Professional (CDMP), Certified Information Privacy Professional (CIPP), or equivalent certification preferred.
