Job summary

U.S. Fleet Forces Command in Norfolk, VA seeks a Supervisory Management Analyst to lead human resources advisory work for the DIRECTOR MARITIME HEADQUARTERS. You will guide guidance development, workforce planning, and the evaluation of civilian and military personnel programs.

The role requires deep knowledge of HR processes, data analysis, and strong communication skills to influence senior leadership and support mission readiness. Occasional travel to CONUS/OCONUS may be required.

Qualifications

• Experience managing Navy civilian pay and timekeeping, civilian performance management and Merit Hiring policy.
• Experience knowledge of manpower policy and procedures for creating/modifying billets.
• Experience with HR information systems such as War Data Platform, TWMS, SLDCADA, DCPDS.
• Experience applying civilian personnel system procedures for hiring and onboarding.
• Ability to analyze data to improve civilian HR processes.
• Proven written and oral communication to present ideas to diverse audiences.

Responsibilities

• Serve as a senior advisor to develop guidance, products, and services aligning with policy.
• Provide recommendations to optimize civilian, military and contractor personnel usage.
• Conduct ongoing studies to assess position structure trends and issues.
• Develop, analyze, evaluate, and advise on program areas' effectiveness.
• Prepare advisement on position descriptions for HQ billets for classification.
