Join Our Team as a Senior Management Analyst (Assigned to Community Services, Parks & Recreation)!

This is a senior-level, multifaceted role requiring strong analytical skills, policy knowledge, leadership ability, and communication expertise. It is ideal for someone with significant experience in public administration and budgeting. This position oversees the Community Services, Parks & Recreation $23 million budget, various local and state grants, and works closely with Finance and Human Resources. This role offers a unique opportunity to work independently, lead projects with city-wide impact, and recommend policies that directly affect parks, recreation services, and community outreach. Duties / Responsibilities

Essential Functions :

  • Conduct and maintain records for administrative, fiscal, or operational projects; perform research and analysis; prepare and present reports on programs, procedures, legislation, and cost comparisons.
  • Lead or participate in special projects and committee activities; represent the City in community, local, state, and federal relations; make presentations and attend community events.
  • Collect, organize, analyze, and interpret operational data; prepare organization charts, workflows, and procedures manuals; design forms for operational use.
  • Lead budget preparation and analysis; collaborate with the Department Director on budget requests and proposals for new programs; conduct financial studies and prepare revenue forecasts; process invoices.
  • Conduct surveys; respond to inquiries about City operations and programs; explain policies, activities, and procedures to stakeholders.
  • Coordinate projects, programs, and studies with other departments, agencies, and contractors; serve as a liaison to the public.
  • Direct and supervise the work of staff in related activities; foster collaborative, customer-oriented relationships with co-workers.
  • Conduct salary analysis and prepare reports; assist with classification studies, grievances, and collective bargaining processes; manage health and welfare benefits, open enrollment, and related personnel tasks.
  • Ensure prompt and regular attendance; supervise staff and assist with planning and executing departmental responsibilities.

Qualifications

Education :

  • High School Diploma or G.E.D. (required).
  • Bachelor's degree in Public Administration, Business Administration, or related field (desirable).

Licenses / Certifications :

  • Valid Class C California Driver's License with satisfactory driving record.

Experience :

  • Four years of responsible governmental administrative experience.

Knowledge of :

  • Municipal administration, budgeting, accounting, and grants management.
  • Data processing systems and applications in administrative functions.
  • Research, statistical analysis, and report preparation.
  • Laws, ordinances, and regulations related to municipal operations.

Ability to :

  • Perform complex administrative and analytical work with sensitivity to issues.
  • Interpret and apply laws, policies, and regulations.
  • Research, prepare, and present detailed reports; maintain accurate records.
  • Represent the City in meetings and public forums.
  • Administer contract or grant-funded programs and supervise related work.
  • Develop and recommend improvements in policies, systems, and procedures.
  • Monitor budget expenditures and financial reports.

Physical Demands and Working Conditions :

  • Perform minimal physical tasks such as lifting, carrying, pushing, or climbing as required by the assignment.
  • Typical office setting with no unusual physical requirements or environmental conditions.
