Senior Management Analyst is an advanced journey-level classification in the Management Analyst series, responsible for complex, high-level analytical, policy, strategic planning, project leadership, budget, and asset-management work in support of the Public Works Department. The Senior Management Analyst leads high-profile and sensitive initiatives; develops policy frameworks and strategic recommendations; integrates budget, performance, and asset-management considerations into departmental decision-making; and coordinates efforts across City departments, regional partners, consultants, and community stakeholders. The position provides decision support to the Public Works Director and other senior leaders and prepares materials for executive leadership, City Council, boards, commissions, and public forums. Positions at this level are distinguished by the complexity, visibility, and organizational impact of their assignments, as well as the substantial independence, judgment, and initiative required. The incumbent leads major initiatives from concept through implementation, synthesizes policy, financial, operational, and technical information, and develops practical, well-supported recommendations that advance departmental and City priorities. This position has no direct supervisory responsibilities. May provide technical guidance, functional leadership, and coordination to professional, technical, administrative, consultant, and project-team staff assigned to specific initiatives.
Bachelor’s degree in business or public administration, public policy, finance, economics, planning, or a related field; supplemented by four (4) years of directly related public-sector experience involving complex policy or management analysis, strategic planning, program or project management, budgeting, organizational analysis, or infrastructure or asset management; or an equivalent combination of education, certification, training, and/or experience.
Employees must be residents of Washington State.
None required. May be required to possess and maintain a valid Washington State Driver License and the ability to drive a City-owned vehicle per established policies, procedures, and safety guidelines.
Experience in municipal Public Works, utilities, transportation, stormwater, infrastructure, or a closely related governmental operating environment. Experience developing or implementing asset-management policies, governance, service levels, lifecycle planning, performance measures, or risk-based infrastructure investment frameworks. Experience supporting municipal operating or capital budgets, capital improvement programs, long range financial planning, or Washington State Budgeting, Accounting and Reporting System (BARS) requirements. Experience leading high-profile or politically sensitive initiatives and presenting recommendations to executive leadership, elected officials, boards, commissions, or the public.
Depending on functional area of assignment, tasks involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). Tasks may involve extended periods of time at a keyboard or workstation and extended periods of time standing and/or walking.
Tasks are regularly performed inside and/or outside with exposure to adverse environmental conditions (e.g., dirt, fumes, temperature and weather extremes, and noise).
Some tasks require manual dexterity, in addition to visual and hearing acuity. Some tasks may involve identifying and distinguishing colors. Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally and in writing.
