Salary range: $81,972.00 - $106,558.40 Annually

Under general supervision of the Business Assets Senior Manager, the Asset Analyst is responsible for developing and implementing asset management principles and practices in all divisions of Public Works Department. This position develops, recommends, and implements Asset Management policy and strategy for the Public Works Department. They oversee the methods for collecting, analyzing, and reporting on data used to support complex risk-based decision making using accepted asset management principles and practices; develop and coordinate data collection programs related to Public Works operations; support strategic planning and prioritization and oversee the use of specialized software for data collection and reporting. This position leads the work of staff in documenting and developing asset management processes and continuous improvement processes.

Essential Duties and Responsibilities
  • Provide department leadership and advocacy for asset management through training, support, facilitation, and active coordination with direct service providers in Public Works, including water, sewer, streets, parks and facilities, and fleet.
  • Oversee and direct staff in coordinating, analyzing, documenting, tracking and reporting a wide variety of infrastructure condition assessments, including establishing data collection schedules, standards and methods for use in supporting complex risk-based decisions using accepted asset management principles and practices.
  • Coordinate utilities asset management activities and communications; collaborate with Engineering and Operations division colleagues as well as outside agencies and organizations and other City Departments regarding the preventative maintenance, rehabilitation, repair or replacement of municipal assets.
  • Convey asset management information to internal employees, boards, other agencies, elected officials, and the public in an effective manner appropriate for the audience.
  • Analyze program data; recognize issues and trends; identify options and consequences; develop conclusions and recommendations; prepare complex statistical reports and make presentations.
  • Coordinate with GIS and IT Staff on database development, including integration of additional software programs.
  • Maintain consistent and timely in-person attendance to support the work of the team.
  • Perform other duties as assigned.
Minimum Qualifications

Four or more years of work experience in asset management, excellent analytical/critical thinking skills, along with excellent oral and written communication skills is required.

A bachelor’s degree in accounting, engineering, finance, business, information technology, or other field providing analytic training is strongly desired.

Experience implementing an asset management system desired.

Work experience in a public sector utility desired.

An equivalent combination of education, experience and training that provides the required knowledge, skills and abilities may be considered.

Knowledge, Skills and Abilities
  • Knowledge of the principles of asset management;
  • Knowledge of general business practices, budgeting, strategic planning, policy analysis, and organization development;
  • Knowledge of operations and maintenance practices for public works divisions, including streets, sewer and water reclamation facilities, stormwater, parks, facilities, fleet, and equipment;
  • Intermediate to advanced level skill in multiple software application packages supported by Public Works Operations such as Computerized Maintenance Management Software, Pavement Management, MS Word, MS Excel, ARC GIS and general database management software;
  • Effective business writing skills, including use of correct English grammar, spelling, punctuation, and vocabulary;
  • Excellent communication skills related to teaching and presenting concepts and principles of asset management to City staff with a wide and diverse range of backgrounds and skill set;
  • The ability to work efficiently and effectively with limited supervision and frequent interruptions while maintaining attention to detail; willingness to offer assistance and work cooperatively to resolve conflicts;
  • The ability to establish and maintain effective working relationships with a wide variety of people and personal styles in varying situations with tact and diplomacy; and
  • The ability and willingness to engage in ongoing learning about new software and Artificial Intelligence, with an understanding of their potential applications within the workplace to improve efficiency and effectiveness.
