We are actively seeking an experienced Senior Logistics Advisor who possesses both the expertise and passion for logistics, maintenance, and supply chain management advisory services to support national security strategy in support of the Bureau of African Affairs, Office of Regional Peace, and Security (AF/RPS). Tasked with advancing foreign policy goals, AF/RPS stands at the forefront, delivering a variety of programs and policies designed to bolster peace, security, and regional stability throughout the world. Duties and Responsibilities
- Develop and Maintain the Capability Assessment
- Within ninety (90) days of embedding within the host nation, the Logistics and Cybersecurity Advisors shall submit separate Initial Capability Assessments (ICA) utilizing the COR supplied template [to be provided at TO award]. The capability assessment will build off the previous years’ assessments.
- The Contractor shall develop a capability assessment report that shall include short, mid, and long-term objectives and key performance indicators to measure effectiveness.
- Develop and Maintain a Work Plan
- The Logistics and Cybersecurity Advisors shall each develop a separate work plan, forecasting daily activities that address identified gaps. The work plan shall include breakdown of timelines, milestones, and training schedules.
- The Work Plan shall prioritize and forecast weekly technical assistance activities that include a breakdown of timelines, milestones, and mentorship schedules.
- All advisors shall coordinate with Partner Nation military personnel, the AF/RPS PSC PKO Program Manager and other AF/RPS and Bureau of Political-Military Affairs Office of Security Assistance (PM/SA) representatives, U.S. AFRICOM, U.S. EUCOM, and other friendly donor nations when drafting and updating their work plans to ensure proposed activities do not conflict or overlap with other assistance efforts.
- All advisors shall include in their work plans a component that identifies the incorporation of women into the training tasks, as appropriate for local culture and workforce.
- All advisors shall participate in weekly meetings with the Office of Security Cooperation (OSC), at which time they shall provide updates on progress made toward implementing activities described in the work plan, discuss any necessary adjustments, and highlight upcoming activities.
- At a minimum, each advisor shall update their work plan on a quarterly basis, as part of the quarterly reporting requirements described in Section 10 of this Sample Task Order.
- If/when the host nation decides on a specific course of action (COA), assist with writing and instituting the new system/COA.
- The Contractor shall continue to maintain an up-to-date list of outstanding host nation requirements (ex: unit XYZ ran out of ammo).
- The contractor shall provide technical advisory support on integrating improved logistics elements into the logistic enterprise.
- The Contractor shall assist the host nation in developing standard operating procedures (SOPs) within the logistics units. At a minimum, these will describe detailed methods for improving current logistics and property management capabilities.
- The contractor shall assess all data relating to equipment availability and make recommendations to improve operational readiness.
- The contractor shall assist with incorporating sustainable improvements into existing training curriculum.
- As appropriate, the Contractor will interface with other international advisors to stay current on needs, and de-conflict assistance.
- The Contractor will serve as the Host Nation’s subject matter expert on the use and capabilities of forward support companies (logistics companies and maintenance companies).
- The Contractor will provide daily support and mentoring to host nation staff on new processes and systems being implemented with an emphasis on transitioning advisory services to key host nation personnel. A cadre of personnel shall be identified and trained in this capacity over the life of the contract.
- The Contractor shall support the host nation conduct inventory management including receiving, inventorying, examining, deconsolidating (break-down), re-consolidating, and labeling equipment for designated equipment and materials.
- The Contractor shall support the host nation improve and maintain the existing inventory management system. This system shall incorporate foreign assistance provided by international donors.
- The Contractor shall support the host nation monitor and track all equipment and materials.
- The Contractor shall support the host nation with a routine tracking and supply report on the status of all equipment, including required preventive and routine maintenance.
- The Contractor shall support the development of a Shipping Report outlining the delivery location, the shipment number, product description and quantities of supplies being shipped, container sizes (20’/40’), number of containers in the shipment, estimated time of departure, estimated time of departure at Sea Port of Embarkation (SPOE), estimated time of arrival at Sea Port of Debarkation (SPOD), clearance documentation, and estimated date of delivery to the place of performance. This will be standardized across all branches of service.
- The Contractor shall serve as an interface with all key stakeholders to ensure all equipment is properly inventoried and entered into the inventory management system.
- The Contractor shall identify and mentor host nation personnel on Enterprise Resource Planning (ERP), US-original equipment, and related topics with an emphasis on transitioning advisory services. A cadre of personnel shall be identified and trained in this capacity over the life of the contract.
- The Contractor shall conduct follow-up interviews with mentored staff to determine impact of assistance.
- The Contractor shall begin monitoring and evaluation data collection for all indicators, as provided by Department of State Monitoring and Evaluation (M&E) team following award of the contract. Data collection shall be conducted on a regular and continuing basis from the time that each Performance Monitoring Framework is approved until the task order is completed. The frequency of data collection shall be defined per each indicator in the frameworks.
Qualifications:
- Education: Bachelor’s Degree with a concentration in logistics and supply chain management, research & evaluation, and/or other related fields.
- Three years working in a sub-Saharan Africa partner nation as a logistics advisor to partner nation militaries.
- Five years’ hands-on experience working in a U.S. military logistics career field at the Battalion (S-4) section or equivalent level, with at least two years working at the Brigade or equivalent Staff level.
- Four years’ experience with supply sourcing systems and military resourcing systems.
- Demonstrated adherence to quality standards and reviews program deliverables.
- Demonstrated research, analytical, and problem-solving capabilities.
- Demonstrated ability to successfully work with customers/clients, including the ability to respond to cost and technical tasks, monitor contract and task order performance, and apply required course corrections.
- Demonstrated proficiency with Microsoft Office software to include Word, Power Point, Teams, Excel (advanced) and SharePoint. List examples showing advanced skills, e.g., presentation development, written policies/procedures, formulas/functions, data visualization, pivot tables, macros, or VBA language. Provision of Certification in MS Office through industry recognized provider (e.g., Certiport, Coursera, etc.) is required.
- Demonstrated fluency (spoken and written) in English language, when such is not the native language, including experience summarizing complex technical and programmatic issues in a concise manner for the U.S. government. Provision of Certification in English language through industry recognized provider (e.g., Test of English as a Foreign Language (TOEFL), International English Language Testing System (IELTS), etc.) is required.
