The County of Roanoke Virginia is seeking a professional for budget management in the library system's Materials Management department. This role involves procurement activities, financial record maintenance, and collaboration with the administrative librarian. Ideal candidates will have an associate degree or higher and progressive experience in office administration and finance.
Performs professional and administrative work assisting in the preparation and management of the budget of the Materials Management department of the library system. Shares in responsibility for procurement activities, and performs various administrative assignments. Assists with materials processing and other technical service duties. Supports administrative unit of the library system. Performs other duties as assigned.~ Orders materials for the collection and supplies, and processes vendor payments ensuring expenditures and refunds post to correct accounts.
~ Maintains accurate and up-to-date financial records, service agreements, purchasing contracts, and other office records in accordance with records retention policies.
~ Works with Administrative Librarian to develop Materials Management budget.
~ Gathers statistics and prepares reports. Works in collaboration with other staff in developing statistical reporting documents.
~ Reconciles invoices by reviewing packing slips and communicating with collection development staff to ensure all items are received and invoices are correct.
~ Establishes and maintains effective working relationships with County employees, vendors, customers, and the public.
~ Processes and repairs library materials.
~ Performs other duties as assigned.Education:
Required: Required: Education or experience equivalent to an Associate degree from an accredited college or university with major coursework in a related field, or combination of education, training, and experience that demonstrates the ability to perform the work described. Preferred: Bachelor’s degree from an accredited college or university with an emphasis in public administration, finance, and accounting.
Experience:
Required: Progressively responsible experience in office administration, accounting/bookkeeping and accounts payable experience, and customer service.
Certifications/Licenses:
None required.
Knowledge, Skills and Abilities:
Comprehensive knowledge of generally accepted accounting principles, financial record keeping requirements, budget development and administration, and general records maintenance as applicable to accounting requirements of the government agencies. Ability to exercise tact, diplomacy and courtesy when dealing with the public and others within the organization. Skilled in office administration, document management, record retention, communications and clerical functions. Ability to communicate effectively in a team-oriented environment and maintain the confidentiality of information handled in the department. Strong ability to prepare detailed financial, statistical and narrative reports. Demonstrated ability to organize, manage, and direct the work of administrative and skilled subordinates. Ability to learn and effectively use proprietary software programs required for library operations.
Supervisory Responsibilities:
May provide direction to full and part-time staff.
