Job summary

Niyam IT, Inc. seeks a Senior Liaison Specialist to serve as designated Key Personnel for a national security information-sharing platform.

You will facilitate communications between the program office and stakeholders, lead cross-functional initiatives, and mentor Mid-level Liaison Specialists. On-site presence at the client facility in Clarksburg, WV is required, with telework possible only under exceptional COR-approved circumstances.

Qualifications

Niyam IT is seeking a Senior Liaison Specialist to serve as designated Key Personnel on a mission-critical task order supporting a national security customer’s law-enforcement information-sharing and data-exchange platform. In this role, you will facilitate communication and collaboration between the program office and internal/external stakeholders, lead cross-functional initiatives, and mentor Mid-level Liaison Specialists. This is a designated Key Personnel position and requires on-site presence at the customer’s secure facility in Clarksburg, WV; situational telework may be permitted only under exceptional circumstances with COR approval. This position is associated with a proposal submission and is contingent upon contract award. Candidates selected through this process may be considered for employment should the contract be awarded to our organization.

ROLES AND RESPONSIBILITIES

• Facilitate communication and collaboration between the program office and internal/external stakeholders to support program objectives and IT initiatives.
• Create, maintain, and present reports, briefings, and training materials to ensure clarity and alignment among all parties.
• Provide functional expertise in outreach strategy development, curriculum development, outreach delivery, and technology-based outreach.
• Collect and organize business requirements to support the program office in ensuring they are clearly defined and documented for development teams.
• Conduct research and technical analysis on assigned topics, identifying opportunities and recommendations for process and system improvements.
• Support user acceptance testing by assisting in test execution and documentation of results.
• Mentor Mid-level Liaison Specialists and lead cross-functional or cross-organizational projects and initiatives.
• Manage sensitive or high-profile interagency coordination matters, maintaining effective relationships with internal and external partners.
  

REQUIRED QUALIFICATIONS

• US Citizenship with active Top Secret (TS) Government security clearance.
• Bachelor’s degree in Communications, Public Administration, Criminal Justice, or a related field (equivalent experience considered in lieu of degree).
• Minimum of 6 years of progressively responsible experience enhancing partnerships, strengthening interagency coordination, and managing sensitive or high-profile matters.
• Deep understanding of mission, legal authorities, and operational constraints relevant to a national security customer’s information-sharing mission.
• Strong written and verbal communication skills, with demonstrated ability to brief and engage effectively with all levels of audiences.
• Demonstrated experience developing reports, briefings, outreach materials, and training content for technical and non-technical stakeholders.
• Demonstrated ability to conduct research, perform analytical reviews, and formulate recommendations for process or system improvements.
• Ability to work onsite at client location in Clarksburg, WV.

PREFERRED SKILLS

• Prior experience supporting federal law-enforcement or criminal-justice interagency programs.
• Experience mentoring or leading junior staff in a client-facing liaison capacity.
