Job summary

Nakupuna Consulting is seeking a Senior Legislative Analyst to support NAVSEA 04 (Industrial Operations) strategic planning. You will aid in legislative affairs to help ships get to sea and remain ready, reporting to SEA 04 leadership.

The role requires clear communication with SES/Flag personnel, drafting papers and briefings, and coordinating congressional actions. Location is Washington Navy Yard; U.S. citizenship and clearance support are expected.

Qualifications

  • Bachelor's degree in business or managerial discipline required.
  • Minimum five years supporting senior staff with congressional/legislative actions.
  • Experience communicating with SES/Flag level personnel.

Responsibilities

Overview

Nakupuna Consulting is seeking a Senior Legislative Analyst to support NAVSEA 04 (Industrial Operations) strategic planning products. This individual will provide direct support to NAVSEA 04's mission of getting ships to sea and keeping them ready. This person will assist the NAVSEA 04 team with a focus on legislative affairs in direct support of the NAVSEA 04 mission.

Responsibilities

The following reflects management's definition of essential functions for this position. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons.

  • Coordinate congressional staff reports.
  • Prepare draft minutes and/or verbal reports of conferences and meetings. Prepare, produce, and provide briefings and presentation materials for SEA 04 leadership.
  • Track the status of SEA 04 resources through the congressional budget process. Monitor emerging congressional issues which have potential to affect SEA 04 programs. Analyze and report on defense-related legislative milestones.
  • Maintain profiles for congressional defense committee members and staff. Maintain a comprehensive record of materials provided to Congress for reference and purposes of consistency.
  • Draft responses to congressionally related internal DOD and DON requests in preparation for interaction with Congress.
  • Monitor Government Accountability Office (GAO) and Inspector General's (IG) audits of interest to SEA 04. Coordinate external audit requests associated with SEA 04 programs. Maintain a comprehensive record of materials provided to GAO and IG for reference and purposes of consistency.
  • Attend and report on Congressional hearings related to SEA 04 areas of interest, as directed.
  • Create and edit articles, news releases, fact sheets, talking points and other written content to stimulate internal and external interest in command accomplishments and enhance understanding of the command, its workforce and mission.
  • Participate in regular meetings (in-person and virtual) to stay abreast of organizational accomplishments and to keep the organization informed of current and upcoming public relations activities.
  • Respond to requests from federal public affairs officers for information in response to external media queries.
  • Identify appropriate media outlets and venues for written content to assist the federal public affairs officer in placing stories for wider dissemination.
  • Help leadership communicate effectively with their employees and the general public.
  • Ensure audiovisual records of events are preserved for internal documentation purposes.
  • Draft speeches, talking points and presentations for the organization's leadership.
Qualifications

Skills/Qualifications: The ideal candidate will be familiar with and have experience with the following technical knowledge, skills, and abilities:

  • Experience communicating with SES/Flag level personnel.
  • Experience with drafting/coordinating/presenting papers, briefings, and presentations at the Flag Officer/SES level.
  • Possess great attention to detail and very experienced using the Microsoft Office suite of applications.

Education and Experience: The following are desirable levels of experience:

  • Bachelor's degree in any business or managerial discipline required.
  • A minimum of five (5) years of professional experience in supporting senior staff personnel with congressional/legislative actions and responses.

Clearance Requirements: Must be a U.S. Citizen with the ability to obtain a government‑issued CAC and possess a Secret clearance.

Location: 5 days at the Washington Navy Yard.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract‑specific affordability, organizational requirements, and position location. The projected compensation range for this position is $120,000.00 to $135,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees.
