Job summary

ANSER seeks a Senior Legislative Analyst to serve as the principal advisor on congressional and legislative matters supporting the DoW's IBAS program and DPA initiatives. Responsibilities

  • Advise senior leaders on congressional intent, statutory authorities, legislative strategy, and the impacts of legislation on acquisition programs, budgeting, and national security priorities.
  • Research industrial base risks, evaluate policy impacts, and draft congressional responses, reports, and proposals.
  • Translate complex legislative issues into actionable recommendations for DoD priorities and national security objectives.
  • Provide legislative analysis supporting IBAS and DPA authorities to strengthen the U.S. defense industrial base.
  • Analyze NDAA and appropriations language affecting industrial base investments and manufacturing capacity.

Position Summary:

Analytic Services, Inc. (ANSER) is seeking a Senior Legislative Analyst to serve as the principal advisor on congressional and legislative matters supporting the Department of War’s (DoW) Industrial Base Analysis and Sustainment (IBAS) program and Defense Production Act (DPA) initiatives. The IBAS and DPA programs are dedicated to strengthening the defense industrial base and ensuring the DoW is positioned to address critical supply chain, manufacturing, workforce, and national security challenges. In this key role, you will provide expert analysis of congressional legislation, National Defense Authorization Act (NDAA) provisions, appropriations, Executive Branch policies, and other federal actions affecting defense acquisition, industrial base investments, supply chain resilience, and national security priorities.

Day to Day Responsibilities:
  • Advise senior leaders on congressional intent, statutory authorities, legislative strategy, and the impacts of proposed and enacted legislation on acquisition programs, budgeting, industrial base initiatives, technology development, DPA investments, and defense modernization efforts. This position also supports coordination and engagement with the Office of the Secretary of War, Military Departments, Congress, and interagency partners to advance Department priorities and ensure legislative compliance.
  • Research and assess industrial base risks and opportunities; evaluate legislative and policy impacts; support the development of acquisition and investment strategies; draft congressional responses, reports, briefing materials, and legislative proposals; monitor program execution; conduct strategic outreach; and collaborate with government, industry, and academic stakeholders.
  • Translate complex legislative, acquisition, and policy issues into actionable recommendations that support Department priorities and strengthen the National Security Innovation Base.
  • Provide legislative and policy analysis supporting the Industrial Base Analysis and Sustainment (IBAS) program and Defense Production Act (DPA) authorities to strengthen the U.S. defense industrial base
  • Analyze National Defense Authorization Act (NDAA) and appropriations language affecting industrial base investments, supply chain resilience, critical technologies, and manufacturing capacity
  • Advise senior leadership on statutory authorities governing IBAS, DPA Title III, and other industrial base initiatives
  • Evaluate proposed legislation and policy changes impacting defense production, workforce development, critical minerals, microelectronics, shipbuilding, munitions, energy storage, and advanced manufacturing
  • Coordinate congressional reporting requirements and responses related to industrial base investments and DPA-funded projects
  • Develop executive briefings, issue papers, and legislative impact assessments for senior DoD officials
  • Support engagement with Congress, the Office of the Secretary of War, Military Departments, and interagency partners regarding industrial base policy and funding
  • Monitor congressional hearings, committee reports, and legislation related to supply chain resilience, strategic materials, and defense manufacturing
  • Recommend legislative strategies that improve industrial capacity, production readiness, and national security objectives
  • Review, assign, track, and ensure proper formatting and completeness of congressional inquiries, reports, questions, etc. in accordance with assigned timelines
  • Support the coordination and delivery of senior leader correspondence, talking points, statements, preparatory sessions, briefings, hearings, and after actions for lawmakers and staff
  • Regularly review public sources of information such as committee websites, Defense News, Politico, and The Hill and other similar public sources to monitor for trends in policy or opinion that could impact policy, legislation, or public opinion regarding the success/health of the IBAS/DPA programs.
Required Qualifications:
  • Possess an active Secret security clearance with the ability to obtain a Top Secret security clearance.
  • Master’s degree in Public Policy, Business, Economics, Legislative Affairs, Political Science, National Security Affairs, International Relations, International Economics, or other related field.
  • 10+ years of experience in the Department of Defense, Congress, federal agencies, or supporting federal legislative affairs, defense policy, or national security initiatives.
  • 6+ years of legislative work experience.
  • Knowledge of the congressional legislative process, NDAA, appropriations, and DoD statutory authorities.
  • Experience preparing congressional testimony, reports, executive briefings, and legislative correspondence.
  • Ability to synthesize complex legislative language into concise executive recommendations.
  • Exceptional analytical and communication skills, with the ability to distill complex issues into clear, concise written reports and oral presentations for senior leadership.
  • Experience developing and executing congressional engagement strategies with the House and Senate, including Armed Services and Appropriations Committees.
  • Experience collaborating across functional organizations, including acquisition, budget, policy, legal, and program management, to develop coordinated legislative positions.
Preferred Qualifications:
  • Experience operating within the Office of the Secretary of War (OSW) or a similar senior, strategic-level staff environment.
  • Experience navigating the DoW acquisition lifecycle and the Planning, Programming, Budgeting, and Execution (PPBE) process to identify and mitigate industrial base risks.
  • Proven ability to effectively brief, interact with, and provide counsel to senior military leaders, including Flag and General Officers.
  • Professional certification as a Project Management Professional (PMP), Certified Systems Engineering Professional (CSEP) or a recognized equivalent.
  • Knowledge of Industrial Base Analysis and Sustainment (IBAS) program execution and oversight.
  • Experience leading, mentoring, or supervising professional staff, including assigning work, setting priorities, and fostering a high-performing team environment.
  • Staff-level experience on the Hill.
  • Experience supporting database management of the Department of War Congressional Hearings and Reporting Requirements Tracking System (CHARRTS).
  • Experience with DPA, particularly Title III authorities, and defense industrial base investment programs.
  • Familiarity with industrial base assessments, supply chain risk management, and defense acquisition policy.
  • Experience coordinating cross-functional teams and managing congressional taskings.
  • DAWIA/DAU certification or equivalent acquisition experience.
