Job summary

ANSER is seeking a Senior Industrial Workforce Development Analyst to support the IBAS program within OASD(IBP). You will provide strategic analysis, program management, and workforce development expertise to strengthen the Defense Industrial Base workforce and support initiatives like Build Freedom Campaign.

Location options include Arlington, VA; Alexandria, VA; or telework within the National Capital Region.

Qualifications

  • Active Secret clearance with ability to obtain Top-Secret clearance.
  • Master’s degree in public policy, business, economics, workforce development, or related field with 10+ years of relevant experience.
  • 10+ years of experience supporting workforce development initiatives at national/state/local level, with emphasis on closing critical gaps.
  • Experience supporting DoD/federal workforce programs or Defense Industrial Base initiatives.
  • Proficiency with Excel, Power BI, PowerPoint and data visualization tools.

Responsibilities

  • Support planning, execution, and assessment of DoD industrial workforce initiatives within the IBAS portfolio.
  • Analyze workforce supply and demand to identify capability gaps, shortages, and skill requirements.
  • Provide analytical support for campaigns and workforce recruitment, retention, training, and outreach initiatives.
  • Develop workforce strategies strengthening the Defense Industrial Base across priority sectors.
  • Collect, analyze, and interpret workforce data to develop dashboards and reports for leadership.
  • Coordinate with DoD, federal, state/local gov., industry, academia and partners to advance initiatives.
  • Develop workforce investment strategies aligned with National Defense Strategy priorities.
  • Prepare executive briefs, white papers, and strategic communications products.
  • Monitor schedules, budgets, milestones, risks, and performance of initiatives.
  • Identify opportunities for public-private partnerships, apprenticeship programs, and credentialing.
  • Conduct market research to identify best practices and trends.

Position Summary

ANSER is seeking a Senior Industrial Workforce Development Analyst to support the Industrial Base Analysis and Sustainment (IBAS) Program within the Office of the Assistant Secretary of Defense for Industrial Base Policy (OASD(IBP)). In this key role, you will provide strategic analysis, program management, and workforce development expertise to strengthen the Defense Industrial Base (DIB) workforce and support initiatives such as the Build Freedom Campaign. You will collaborate with government, industry, academia, and workforce partners to develop innovative workforce strategies, analyze workforce trends, and support programs that build critical defense workforce capabilities. This position requires an experienced professional with strong analytical, communication, and stakeholder engagement skills who can lead complex workforce initiatives in a dynamic, mission-focused environment.

Location

Arlington, VA (ANSER Headquarters), Alexandria, VA (Mark Center), or telework within the National Capital Region.

This position is contingent upon contract award.

Day-to-Day Responsibilities
  • Support the planning, execution, and assessment of DoD industrial workforce development initiatives within the IBAS portfolio.
  • Analyze workforce supply and demand across critical defense sectors to identify capability gaps, workforce shortages, and emerging skill requirements.
  • Provide analytical support for the Build Freedom Campaign and other workforce recruitment, retention, training, and outreach initiatives.
  • Develop workforce strategies that strengthen the Defense Industrial Base across advanced manufacturing, shipbuilding, aviation, munitions, microelectronics, critical minerals, and other priority sectors.
  • Collect, analyze, and interpret workforce data to develop dashboards, metrics, reports, and performance measures for senior leadership.
  • Coordinate with DoD organizations, federal agencies, state and local governments, industry partners, academia, trade associations, and workforce organizations to advance workforce initiatives.
  • Develop workforce investment strategies aligned with National Defense Strategy priorities and Industrial Base objectives.
  • Prepare executive-level briefings, decision papers, white papers, congressional responses, and strategic communications products.
  • Monitor project schedules, budgets, milestones, risks, and performance to ensure successful execution of workforce initiatives.
  • Identify opportunities for public-private partnerships, apprenticeship programs, technical education, credentialing, and workforce pipeline development.
  • Conduct market research and benchmarking to identify workforce development best practices and emerging trends.
  • Support the development of acquisition documentation, statements of work, funding packages, and other program documentation for workforce initiatives.
  • Track and report performance metrics for IBAS-funded workforce projects and recommend continuous process improvements.
Required Qualifications
  • Active Secret security clearance with the ability to obtain and maintain a Top-Secret security clearance.
  • Master’s degree in public policy, Business, Economics, Workforce Development, Human Capital, Engineering, Industrial Management, or a related field with ten (10) or more years of relevant experience. Equivalent combinations of education and experience, including a Bachelor's degree with additional relevant experience, may be considered.
  • Ten (10) or more years of experience supporting workforce development initiatives at the national, state, or local level, with an emphasis on closing critical workforce gaps in priority industry sectors.
  • Experience supporting DoD, federal workforce development programs, or Defense Industrial Base initiatives.
  • Experience conducting quantitative and qualitative workforce analysis, labor market research, and workforce planning.
  • Knowledge of Industrial Base Analysis and Sustainment (IBAS) programs and Defense Industrial Base priorities.
  • Experience developing executive-level briefings, reports, strategic communications, and decision support products.
  • Proficiency with Microsoft Excel, Power BI, PowerPoint, and other data visualization and analytical tools.
  • Strong analytical, research, organizational, and written and verbal communication skills.
  • Demonstrated ability to manage multiple projects and priorities in a fast-paced environment.
  • Ability to communicate complex workforce and industrial base issues clearly to senior government leaders and external stakeholders.
  • Demonstrated success working independently and collaboratively in high-performing, cross-functional teams.
Preferred Qualifications
  • Experience supporting the Office of the Secretary of Defense (OSD) or another senior-level headquarters organization.
  • Knowledge of the DoD acquisition lifecycle and the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Experience briefing and advising Senior Executive Service (SES), Flag Officers, or General Officers.
  • Experience leading complex workforce or industrial base programs with responsibility for cost, schedule, and performance.
  • Project Management Professional (PMP), Certified Systems Engineering Professional (CSEP), Lean Six Sigma Green Belt (or higher), or equivalent professional certification.
  • Knowledge of defense manufacturing, supply chain resiliency, and industrial base challenges.
  • Experience with workforce planning, labor market analysis, economic development, apprenticeship programs, technical education, or workforce grant programs.
  • Experience supporting senior DoD leadership, interagency working groups, or public-private partnerships.
