Job summary

ANSER seeks an Industrial Workforce Development Analyst to support the IBAS Program within OASD(IBP). You will analyze workforce trends, support planning, collaborate with government and industry, and develop products for senior leadership decisions.

Responsibilities include coordinating with DoD and partners, developing dashboards, and producing executive briefings while managing schedules and budgets for workforce initiatives.

Qualifications

  • Bachelor's degree in Public Policy, Business, Economics, Workforce Development, Human Capital, Engineering, Industrial Management, or related field.
  • A Master's degree is preferred.
  • Five or more years in workforce development or DoD-related programs.
  • Experience with DoD workforce development programs or Defense Industrial Base initiatives.
  • Experience conducting quantitative and qualitative workforce analysis and labor market research.
  • Proficiency with Excel, Power BI, PowerPoint, and data visualization tools.
  • Ability to communicate complex workforce issues to senior leaders.

  • Collect and interpret workforce data to create reports, dashboards, and metrics for leadership.
  • Coordinate with DoD, government, industry, and academia to advance workforce initiatives.
  • Prepare executive briefings, white papers, and strategic communications products.
  • Monitor schedules, budgets, milestones, risks, and performance of projects.
  • Identify opportunities for public-private partnerships, apprenticeships, and credentialing.
  • Conduct market research and benchmark best practices in workforce development.
  • Assist in acquisition docs, statements of work, and funding packages.
  • Track performance metrics and reporting for IBAS-funded projects.

Position Summary

ANSER is seeking an Industrial Workforce Development Analyst to support the Industrial Base Analysis and Sustainment (IBAS) Program within the Office of the Assistant Secretary of Defense for Industrial Base Policy (OASD(IBP)). In this role, you will provide analytical, strategic, and program management support for initiatives that strengthen the Defense Industrial Base (DIB) workforce, including the Build Freedom Campaign and other workforce development programs. You will analyze workforce trends, support workforce planning efforts, collaborate with government and industry stakeholders, and develop products that inform senior leadership decisions. This position requires a motivated professional with strong analytical, communication, and organizational skills who thrives in a collaborative, mission-focused environment.


Location:

Arlington, VA (ANSER Headquarters), Alexandria, VA (Mark Center), or telework within the National Capital Region.


This position is contingent upon contract award.


Day-to-Day Responsibilities


  • Support the planning, execution, and assessment of DoD industrial workforce development initiatives within the IBAS portfolio.

  • Analyze workforce supply and demand trends across critical defense sectors to identify capability gaps, workforce shortages, and emerging skill requirements.

  • Provide analytical support for the Build Freedom Campaign and other workforce recruitment, retention, training, and outreach initiatives.

  • Support the development of workforce strategies that strengthen the Defense Industrial Base across advanced manufacturing, shipbuilding, aviation, munitions, microelectronics, critical minerals, and other priority sectors.

  • Collect, analyze, and interpret workforce data to develop reports, dashboards, metrics, and performance measures for senior leadership.

  • Coordinate with DoD organizations, federal agencies, state and local governments, industry partners, academia, trade associations, and workforce organizations to support workforce initiatives.

  • Assist in developing workforce investment strategies aligned with National Defense Strategy priorities and Industrial Base objectives.

  • Prepare executive-level briefings, decision papers, white papers, congressional responses, and strategic communications products.

  • Monitor workforce project schedules, budgets, milestones, risks, and performance to support successful program execution.

  • Identify opportunities to support public-private partnerships, apprenticeship programs, technical education, credentialing, and workforce pipeline development.

  • Conduct market research and benchmarking to identify workforce development best practices and emerging trends.

  • Support the development of acquisition documentation, statements of work, funding packages, and other program documentation for workforce initiatives.

  • Track performance metrics and reporting requirements for IBAS-funded workforce projects.


Required Qualifications


  • Active Secret security clearance with the ability to obtain and maintain a Top Secret security clearance.

  • Bachelor's degree in Public Policy, Business, Economics, Workforce Development, Human Capital, Engineering, Industrial Management, or a related field. A Master's degree is preferred.

  • Five (5) or more years of relevant workforce development experience supporting national, state, or local workforce initiatives, DoD programs, or Defense Industrial Base efforts.

  • Experience supporting DoD, federal workforce development programs, or Defense Industrial Base initiatives.

  • Experience conducting quantitative and qualitative workforce analysis and labor market research.

  • Knowledge of Industrial Base Analysis and Sustainment (IBAS) programs and Defense Industrial Base priorities.

  • Experience preparing executive-level briefings, reports, and strategic communications products.

  • Proficiency with Microsoft Excel, Power BI, PowerPoint, and other data visualization and analytical tools.

  • Strong analytical, research, organizational, and written and verbal communication skills.

  • Demonstrated ability to manage multiple projects in a fast-paced environment.

  • Ability to communicate complex workforce and industrial base issues clearly to senior leaders and stakeholders.

  • Demonstrated ability to work independently and collaboratively in a team-oriented environment.


Preferred Qualifications


  • Experience supporting the Office of the Secretary of Defense (OSD) or another senior-level headquarters organization.

  • Knowledge of the DoD acquisition lifecycle and the Planning, Programming, Budgeting, and Execution (PPBE) process.

  • Experience briefing and supporting Senior Executive Service (SES), Flag Officers, or General Officers.

  • Experience supporting project execution, including cost, schedule, and performance management.

  • Project Management Professional (PMP), Certified Systems Engineering Professional (CSEP), Lean Six Sigma Green Belt (or higher), or an equivalent professional certification.

  • Knowledge of defense manufacturing, supply chain resiliency, and industrial base challenges.

  • Experience with apprenticeship programs, technical education, workforce grant programs, or workforce pipeline development.

  • Experience supporting senior DoD leadership, interagency working groups, or public-private partnerships.

Full-Time Salary Range for this position:

$99,000 - $144,000 USD
