Job summary

Oregon Health Authority is seeking a Training and Development Manager 2 SR33 based in Salem to lead the planning, design, and governance of clinical education and workforce development. The role directs curriculum development, onboarding, competency management, and learning technologies to strengthen staff performance and patient safety in a highly regulated behavioral health environment.

Reporting to the Director of Training and Education, you will translate strategic vision into operations,

Qualifications

• Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.
• Experience with enterprise-wide training and development planning in a healthcare environment, with a focus on program design and compliance.
• Ability to design and deliver training in all modalities; ILT, VILT, e-Learning, and others.
• Strong project management skills.
• Experience with training governance, regulatory compliance, and accreditation requirements.

Responsibilities

• Provides leadership for planning, direction, coordination, implementation, and continuous improvement of learning, education, and workforce development systems.
• Leads planning, implementation, and evaluation of clinical education and workforce development programs to support department initiatives.
• Develops long-range education strategies aligned with leadership vision and workforce needs.
• Establishes training governance processes to ensure programs are reviewed and updated per changes in regulations and standards.
• Oversees curriculum design, instructional standards, learning technologies, and competency management systems.
• Coordinates collaboration related to curriculum, patient safety initiatives, and organizational change.
• Acts as subject matter expert for training governance and education systems.
• Communicates education priorities and performance outcomes to leadership and partners.
• Partners with Safety Training and Nursing Education leadership to ensure alignment.
