Job summary

DC Government's Department of Behavioral Health seeks a Supervisory Human Resources Specialist (Labor and Employee Relations). You will lead the LER staff, plan and allocate resources, and serve as the chief spokesperson on negotiations and grievances for the department and HR Director.

In this at-will MSS role, you will testify in court/arbitrations, represent the department in bargaining sessions, and develop strategies for contracts and settlements while coordinating with labor organizations.

Qualifications

• One year of specialized experience at the next lower grade level.

Responsibilities

• Lead and supervise the Labor and Employee Relations staff.
• Direct planning, direction and implementation of LER program activities.
• Serve as chief spokesperson for DBH and HR Director on negotiations and grievances.
• Represent DBH in meetings, conferences, and bargaining sessions with labor organizations.
• Develop negotiation strategies for contracts and settlements.
• Provide testimony in court, arbitration, and fact-finding proceedings.
