Job summary

The Southeastern Pennsylvania Transportation Authority (SEPTA) is seeking a Senior Labor Counsel (7166) to manage arbitration activity for Authority unions, analyze case law, and participate in labor negotiations.

Qualified candidates will hold a Juris Doctorate, a US law license, and at least ten years of labor relations experience, with strong analytical and communication skills. This is a critical role within SEPTA's Labor Relations team.

Qualifications

• Juris Doctorate Degree from an accredited college or university.
• Ten years of proven experience in labor relations, arbitration, mediation, or negotiations.
• License to practice law in the United States.
• Excellent analytical, written, oral and interpersonal communication skills.
• Advanced knowledge of the Pennsylvania Labor Relations Act and Federal Railway Labor Act preferred.
• Experience as a practicing attorney in labor relations is preferred.

Responsibilities

• Reviews cases appealed to arbitration, analyzes positions, coordinates case preparation and presentation.
• Selects arbitrators from AAA lists and ensures compliance with AAA rules.
• Manages pre-arbitration sessions, oversees arbitration and Labor Board cases, and debriefs staff on outcomes.
• Coordinates cases with outside counsel and monitors preparation and Authority position.
• Consults with staff, stakeholders and outside counsel on arbitration preparation.
• Conducts case law research and analyzes pending labor legislation; prepares briefs and summaries.
• Monitors compliance with applicable regulations and assists with collective bargaining negotiations.
• Performs other assignments as directed.
