Job summary

Alexandria Insights, Inc. is seeking a Senior Jira Administrator/SME to support a Marine Corps PMO within a SAFe environment in Stafford, VA.

This fully on-site role requires an expert in Jira configurations, governance, data quality, and reporting to drive mission-critical outcomes. You will lead SAFe-aligned planning, build scalable Jira solutions, and collaborate with cross-functional teams including cybersecurity, product, and delivery personnel.

Qualifications

• Bachelor’s degree and at least eight years of relevant experience, including five years in Jira administration.
• Experience administering Jira in a complex enterprise, product development, software delivery, or PMO environment.
• Advanced experience configuring Jira workflows, fields, permissions, dashboards, reports, automation rules, and JQL filters.
• Experience with SAFe‑based planning and Agile delivery practices.
• Strong communication and ability to brief senior stakeholders.
• Proficiency with Excel, PowerPoint, Word, Teams, and SharePoint.

Responsibilities

• Serve as the senior Jira administrator and SME for the PMO’s SAFe‑aligned implementation within the Navy Fusion Suite.
• Administer Jira projects and configurations, including workflows, fields, permissions, notifications, dashboards, reports, and automation.
• Elicit, document, and translate stakeholder needs into scalable configuration and implementation plans.
• Design work-item hierarchies and relationships for tracking planning, delivery, risk, dependencies, milestones, and objectives.
• Enable Program Increment Planning, Agile Release Train execution, iteration planning, backlog refinement, dependency management, risk tracking, objectives management, and Inspect and Adapt activities.
• Configure Jira to reflect the PMO’s operating model, lifecycle, governance, and Agile practices.
• Participate in planning events, Agile ceremonies, IPTs, and program reviews; provide clear recommendations on Jira capabilities and data governance.
• Establish and maintain PMO standards for naming, project structure, access, data quality, and change control.
• Develop executive dashboards and reports, analyze Jira data, and implement governance and automation.
• Provide role-based training and end-user support.
