MasterApp Labs LLC in Mechanicsville, VA is seeking a Senior IT Project Manager on a contract basis with PMP or ACP certification. The role emphasizes PMO support, governance, risk management, and training development for agency IT staff.

The candidate will manage SharePoint documentation, publish dashboards in Excel and Power BI, and ensure project plans include tasks, risks, resources, and milestones while aligning with Virginia procurement standards.

Qualifications

• 15 years IT experience; infrastructure preferred; development experience a plus.
• Minimum 10 years IT PM experience.
• Proficient with MS Office tools such as Microsoft Project, Visio, and Excel.
• Training and documentation experience required.
• PMP or ACP certification or qualified under Commonwealth of Virginia standard for IT PMs.
• Qualification Standards for IT Project Managers.
• Experience with VITA’s Commonwealth Technology Portfolio (CTP) and ECOS preferred; procurement processes knowledge.
• Prior VDOT PM experience is a benefit.

Responsibilities

• Update, maintain, and publish PMO documentation; manage SharePoint Online libraries and governance.
• Develop, coordinate, and deliver training for agency IT PMs and staff; create training materials and user docs.
• Serve as risk manager for Commonwealth IT projects; guide risk identification, mitigation, and escalation procedures.
• Support cadenced reporting using Excel and Power BI with data accuracy and insights.
• Provide oversight to Planning-phase projects to ensure readiness for execution.
• Ensure governance in execution: cadence, reporting, metrics, risk/issue management, QA.
• Review project plans to ensure tasks, schedules, risk identification, resources, checkpoints, and status reporting.
