Job summary

The North Carolina Department of Health and Human Services (DHHS) seeks a Senior Project Manager in the Digital Foundation unit to lead high-visibility enterprise IT initiatives across the organization. You will drive projects from initiation through closure, handling scope, schedule, budgets, risks, and governance for cross-divisional efforts, including major platform implementations.

This onsite role in Raleigh, NC reports to the Office of the Secretary and is funded in part by federal funds.

Qualifications

• Demonstrated success delivering high visibility projects from initiation through close-out while controlling scope, schedule, and budget.
• Facilitating project meetings, executive steering committees and governance councils, including agenda, materials, meeting minutes, and status dashboard for senior leadership.
• Knowledge of DHHS organizational structures and interdependencies across business, technical, legal, contracts, and security functions.
• Experience with contract structures and procurement processes, vendor relationships, and risks.

Responsibilities

• Lead high-visibility enterprise IT initiatives across DHHS, driving projects from initiation to closure.
• Manage scope, schedule, budgets, risks, and stakeholder communications.
• Oversee cross-divisional technology efforts, including enterprise platform implementations and governance programs.
