The role supports Army Research Laboratory IT modernization and serves as the primary interface between Government stakeholders, customers, and project delivery teams working on mission-critical research environments. The ideal candidate possesses strong leadership, communication, planning, and financial management skills to guide projects from concept to completion while aligning with customer objectives and program

Qualifications

• Five or more years leading projects in government or technical environments.
• Experience gathering requirements and translating to project plans.
• Experience developing SOWs, PWSs, budgets, and schedules.
• Experience supporting enterprise IT, cybersecurity, cloud, infrastructure, or modernization initiatives.
• Excellent written, verbal, and interpersonal communication skills.

Responsibilities

• Serve as primary contact for customers and stakeholders through project lifecycle.
• Lead requirements sessions and engagements to identify needs.
• Translate requirements into actionable project plans and deliverables.
• Develop and maintain SOWs, PWSs, charters, and docs.
• Establish goals, schedules, milestones, deliverables, and success criteria.
• Create and maintain integrated project plans and roadmaps.
• Manage budgets, forecasts, labor allocations, and resource use.
• Monitor performance against scope, cost, and quality objectives.
• Identify risks, dependencies, and issues, and develop mitigation strategies.
• Coordinate activities across technical teams, subcontractors, and Government stakeholders.
• Facilitate status meetings and provide executive-level reports and recommendations.
• Track actions, decisions, and deliverables to ensure timely completion.
• Support contract management activities and resource planning.
• Drive process improvements to enhance delivery efficiency and satisfaction.
• Ensure compliance with standards, contractual requirements, cybersecurity policies, and regulations.
