Qualifications

• PgMP certification required.
• 7+ years IT program management experience with multi-project programs.
• Benefits management across multi-year programs.
• Knowledge of PMI standards and PMBOK vs program standards.
• Cross-project resource and schedule management.
• Program governance structures and steering committees.
• Executive status reporting and dashboards for programs.
• Governance sessions with senior stakeholders.
• Ability to handle competing priorities in a multi-agency government context.
• Strong written and verbal communication across audiences.
• Experience with Commonwealth of Virginia agencies preferred.
• Familiarity with VITA PMD/ITIM and ITSP frameworks.
• Experience with Planview Portfolios or similar enterprise PPM.
• SAFe Government or SPC certification preferred.
• Experience managing multiple vendor contracts and SLAs.
• Program recovery and stabilization efforts.
• Governance documentation like charters and benefits reports.

Responsibilities

• Orchestrate multiple interdependent IT projects toward program benefits.
• Lead cross-project integration and governance.
• Produce executive-ready program status reports.
• Facilitate governance and steering sessions with senior stakeholders.
• Coordinate multi-year program lifecycle with risk and dependency management.
• Manage vendor contracts and third-party deliverables at program level.
