Job summary

Luna Data Solutions, Inc. is seeking a Lead IT Procurement Analyst to support a Mississippi state agency in Jackson, MS. The role leads IT procurement, contract management, and compliance with state purchasing regulations and ITS guidelines.

The ideal candidate will have extensive government procurement, business analysis, project management experience, and expertise in acquiring IT software, services, and staffing. This is a long-term contract with a government entity.

Qualifications

• 10+ years of experience gathering, documenting, and communicating business requirements and/or user stories.
• 10+ years of experience defining and documenting business requirements, processes, workflows, and functional specifications.
• 10+ years of experience organizing project teams, managing work plans, and coordinating multiple projects.

Responsibilities

• Lead IT procurement and contract management activities.
• Provide PM oversight for multiple procurement and technology projects.
• Coordinate acquisition of IT products, software, services, and staffing per state laws and ITS policies.
• Develop, draft, and manage RFPs/IFBs/RFQs and other solicitations.
• Facilitate procurement processes from requirements to contract award.
• Review and score vendor proposals; document recommendations for best value.
