Job summary

DCYF IT Operations is seeking a Senior Manager of IT Operations in Olympia, WA to provide strategic oversight for enterprise IT services, including networks, infrastructure, platforms, and security. This role partners with executive leaders and statewide partners to drive modernization while ensuring reliable, compliant technology aligned with DCYF priorities.

Qualifications

• Ten years of progressive IT experience leading enterprise IT operations and infrastructure functions.
• Bachelor's degree in computer science, networking, information systems or a related field; AND six years of continuous experience in IT operations as an enterprise leader.
• Master's degree may substitute for 2 years of service.
• Excellent written and verbal communication skills.
• Experience leading teams of IT technicians performing complex enterprise IT operations work.
• Deep knowledge of enterprise IT operations principles, models, and current industry standards.
• Expert knowledge of the Washington State IT operations lifecycle and its components.
• Experience with cloud architecture (Azure, AWS, Salesforce, etc.).
• Experience with State contracting rules, RFQ/RFI/RFP language, and enterprise IT procurement.
• Experience participating in information security incident response and disaster recovery exercises.

Responsibilities

• Champion innovation by identifying, evaluating, and implementing emerging technologies to improve efficiency and service delivery.
• Oversee disaster recovery planning, testing, validation, and documentation to ensure readiness and compliance.
• Manage enterprise IT vendor and contractor agreements related to DCYF IT operations.
• Develop and maintain DCYF's IT operations model for end-users.
• Align IT operations with Enterprise Architecture and approved plans.
• Develop IT operations strategies aligned with organizational goals and risk reduction.
• Lead modernization initiatives across infrastructure, networking, cloud services, automation, and AI-enabled operations.
• Build workforce capabilities to support evolving technology and business needs.
• Communicate technology strategies, risks, and performance to technical and nontechnical audiences.
