U.S. Department of Agriculture—FSIS/OCIO is seeking a Branch Chief of Capital Planning, Execution and Workforce Management to lead a team responsible for IT workforce operations, investment analytics, and lifecycle management.

The role focuses on setting performance standards, supervising staff, and directing funding and contracts. The position requires strong governance, cross-agency collaboration, and experience with budget planning, reporting, and regulatory compliance.

Formación

• U.S. citizenship or U.S. national required.

Responsabilidades

• Provides expert managerial and supervisory oversight for professional and administrative IT workforce operations, including government personnel and contractor investment analysts.
• Sets performance standards, executes personnel actions, manages training costs, allocates branch resources, and oversees contracts.
• Sets, assesses, and adjusts goals, objectives, priorities, and plans for the branch; handles workforce restructuring, program funding, and project lifecycles.
• Maintains regulatory compliance and supports agency funding priorities; directs lifecycle consulting, OMB Exhibit 300 and 53 documents.
• Ensures accurate and timely reporting of investment performance and responds to data calls by the department and/or OMB.
• Evaluates system performance, conducts portfolio risk assessments, and determines total cost of ownership for IT investments.
• Serves as liaison to FSIS on investment and portfolio matters; negotiates resource allocations and policy compliance.
• Builds institutional relationships with FSIS CFO, OCIO, and Program Area personnel; provides professional expertise within FSIS and external organizations.
