Job summary

The IT Contract Administration Manager II reports to the Director of IT Contract Management and Oversight. This senior-level position is responsible for managing highly advanced and complex IT contracts from development through close-out in accordance with Information Technology Contract Management policies.

Selected candidate must be willing to work from an HHS office location in Austin, Texas designated by the hiring manager.

Qualifications

• Knowledge of procurement and contract management principles, policies, and procedures.
• Negotiation strategies for large contracts and cost monitoring; familiarity with relevant laws and regulations.
• Strong ability to communicate effectively, both verbally and in writing.
• Experience working with IT contracts is a plus.

Responsibilities

• Mentor and advisor to team; primary contact for contractors and stakeholders; develop contract monitoring plans and ensure accountability.
• Maintain contract records in SCOR and CAPPS Financials; ensure timely reviews and document uploads.
• Promote risk management; perform initial risk assessments and update them regularly; escalate as needed.
• Maintain proactive communication with stakeholders; lead post-award contractor conferences and represent IT Contract Management in planning sessions.
