Job summary

State of Washington Dept. of Licensing is seeking a Senior IT Business Analyst Supervisor to lead a team of business analysts and drive delivery across projects for the Business and Enterprise Technology Solutions Team.

You will mentor analysts, translate stakeholder needs into system improvements, and coordinate with vendors, developers, and QA staff to ensure successful implementation of solutions. The role requires strong BA capabilities and leadership within a hybrid work model in Olympia.

Qualifications

• 11+ years of combined professional IT experience or equivalent education and experience.
• 5 years with 3+ years in core BA functions: elicitation, requirements tracking, usability, use cases and training materials.
• Experience implementing or testing business applications and COTS solutions.

As the IT Business Analyst Supervisor, you will lead a team of 5 customer focused Business Analysts working with internal partners to identify and define technical solution needs. This team provides analysis for diverse set of applications and projects from maintenance and operations of existing applications to implementation of state-wide initiatives within DOL, to identifying and implementing new applications or technical solutions. In addition to leading the team, you will also use your advanced business analysis skills to perform elicitation, validation, and verification of requirements. You will also be working with vendors, developers, and quality assurance staff to translate stakeholder needs into system improvements.

Some of what you will do:

• Build the business analyst team including development of processes and approaches, while balancing differences between customer and system needs.
• Plan, assign and monitor workload of staff to include setting and tracking due dates, deliverables, and commitments to customers in Azure DevOps.
• Monitor quality, performance and productivity of staff and provide training, expertise, and assistance.
• Participate in Business and Enterprise Technology Solutions Team leadership group to coordinate activities within the team.
• Collaborate with leadership, product owners, and experts in other teams and vendors to prioritize, plan, develop and coordinate solutions.
• Independently review existing or emerging technologies as possible solutions to address highly complex business challenges and evolving business needs.
• Create functional specifications for the technology team.

What you will bring:

• Eleven (11) years of combined professional experience and relevant education in one (1) or more of the following IT disciplines: consulting, analyzing, designing, programming, architecting or maintaining computer software applications.

OR

• Five (5) years of information technology experience, including three (3) years of performing at least one (1) of the following business analysis (lifecycle) functions:
  • Business process analysis.
  • Requirements elicitation, tracking and documentation.
  • Performing usability, development of use cases, user stories, user acceptance criteria, design documents and training materials.
  • Critical analysis of complex systems and business processes, functions, inputs and outputs, environments and visually documenting those processes.
  • Evaluate and assess current/future state to identify functional impacts and mitigate those risks.Li
  • Performing user acceptance testing.
  • Implementation and post implementation activities.
  • Act as a liaison between business and technical staff through the entire development lifecycle.
• Proven experience implementing, designing, or testing business applications, systems, and COTS solutions.
• The ability to:

Up to five (5) years of relevant education (Computer Science or closely related field) may substitute year for year for experience.

Associates degree = 2 years | Bachelor’s degree = 4 years | Master’s degree = 5 years

What may set you apart:

• Certification of Competency in Business Analysis (CCBA) or Certified Business Analysis Professional (CBAP).
• Bachelor or Master Degree of any subject with a preference toward information technology focuses.

Additional Requirements of Employment:
