The Louisiana Department of Insurance is seeking a Senior Policy Advisor to shape insurance policy, legislative strategy, and regulatory innovation for the State of Louisiana. The role advises executive leadership on complex policy issues affecting the insurance market and consumers.

You will oversee policy research, coordinate strategic initiatives, and represent the Department before legislators and stakeholders. Advanced degree and public policy experience are highly valued.

Qualifications

• Significant experience in insurance regulation, public policy, legislative affairs, law, economics, public administration, or related fields.
• Experience developing, analyzing, or implementing legislation, regulations, or public policy initiatives.
• Experience supervising professional staff and leading complex projects or managing strategic initiatives.
• Possession of a professional or terminal degree (J.D., Ph.D., MBA, MPA, or similar advanced degree).
• Experience presenting before legislative committees, governmental bodies, executive leadership, or industry organizations.
• Strong research, writing, analytical, and communication skills.

Responsabilités

• Lead policy research and innovation initiatives – Direct and oversee policy research efforts related to insurance regulation, market practices, consumer protection, and industry trends; develop recommendations for regulatory, legislative, and operational responses.
• Monitor emerging issues and industry developments – Track the activities of regulatory organizations, governmental entities, industry associations, and other stakeholders; evaluate proposed changes and develop recommendations for leadership.
• Assist with legislative strategy and policy development – Draft proposed legislation, review bills and amendments, prepare policy analyses, and recommend legislative, regulatory, and operational solutions.
• Coordinate strategic initiatives and advise leadership – Provide strategic advice and policy recommendations to the Commissioner, Deputy Commissioner, and executive leadership on complex matters.
• Represent the Department and provide subject-matter expertise – Provide expert testimony before legislative committees and governmental bodies; represent the Department at meetings, conferences, hearings, and public events.
• Communicate research and recommendations – Prepare reports, policy briefings, presentations, and recommendations for executive leadership and stakeholders.
• Support leadership decision-making – Ensure executive leadership remains informed of significant policy, industry and legislative developments.
• Develop and lead staff – Provide guidance and leadership to Policy Advisors and staff; foster collaboration and high-quality policy analysis.
• Support the mission – Perform other duties to strengthen Louisiana's insurance market, improve regulatory effectiveness, protect consumers, and advance the Department's mission.
