Job summary

Steampunk seeks a Senior Instructional Designer to lead workforce capability-building for a large federal advisory program, using a lead-by-doing model that transfers skills to client staff rather than classroom-only training. You'll work with a cross-functional team to engage stakeholders and end users, building training that drives real adoption of new processes and capabilities.

Qualifications

• Bachelor’s degree in Instructional Design, Education, or related field.
• 8+ years of instructional design experience with embedded coaching.
• Experience with ADDIE and Bloom's Taxonomy.
• Proven ability to design multi-format content (micro-learning, video, playbooks).
• Experience designing and tracking large-scale training programs.
• Ability to produce Section 508/WCAG-conformant content.
• Proficiency with Articulate, Camtasia, Vyond, and MS Office.
• Strong facilitation and adult-learning design skills.
• Ability to convey complex information clearly in writing and presentations.
• Experience collaborating in cross-functional delivery teams.
• Local to Baltimore, MD area; willing to visit client site 2 days/week.

Responsibilities

• Lead workforce capacity building plan development and maintenance.
• Perform learning needs analyses and create learner personas.
• Research with SMEs to scope content and plan learning paths.
• Design and deliver guided walkthrough training with knowledge checks.
• Produce micro-learnings, videos, podcasts, and playbooks for self-service use.
• Embed coaching into governance, portfolio, and communications work.
• Create train-the-trainer structures and governance for sustainability.
• Support quarterly assessments of staff independence against transition targets.
