Job summary

ACT1 Federal LLC is seeking a Senior Business and Economics Analyst to provide senior-level project-finance, infrastructure, energy, market, and investment analysis for the Navy. The role supports DON efforts to strengthen shipyards, ports, and industrial facilities, with a focus on resilience and readiness.

Requires a senior financial expert with experience in infrastructure finance, energy markets, and complex modeling; must hold current Top Secret/SCI eligibility and be comfortable

Qualifications

• Bachelor’s degree in finance, economics, engineering, business, public policy, energy, infrastructure, or related discipline.
• At least 10 years of progressively responsible experience in infrastructure finance, energy markets, project finance, or related fields.
• Direct experience supporting infrastructure financings, energy transactions, PPPs, or similar investments.
• Experience developing, reviewing, or auditing project-finance models for construction and operating cash flows.
• Advanced project-finance modeling: nonrecourse financing, debt sizing, sensitivity analysis, and scenarios.
• Ability to communicate complex financial concepts to senior nonfinancial stakeholders.
• Current Top Secret SCI eligibility required.

Responsibilities

• Conduct project-finance, infrastructure, energy, market, and investment analysis for DASN (DIB) priorities.
• Assess capital investment, financing structures, energy availability, and supply-chain dependencies affecting defense production.
• Develop business cases, cost-benefit analyses, market assessments, and executive materials.
• Build and maintain auditable project-finance models for government review.
• Develop cash-flow models, capex/opex, debt sizing, debt-service coverage, and tariff structures.
• Assess financing structures, risk, and investment considerations; provide mitigation options.
• Coordinate with DASN (DIB) directorates, ASN offices, and other government contacts.
• Support executive engagements, industry meetings, site visits, and time-sensitive taskers.
