This position will be staffed as a Senior Incident Management Assistance Patrol (IMAP) Responder (Transportation Worker IV) in the Division 14 IMAP Unit. Employees in this role will be considered Senior Responders who have demonstrated commitment and quality in their work. The work involves operation of an IMAP vehicle, traffic control deployments, route surveillance, incident response, removal of disabled and abandoned vehicles, incident/congestion management, and routine motorist assistance duties and debris removal to facilitate traffic flow and minimize congestion. This role also includes communication via two-way radio with TMC dispatch and other first responder agencies for coordination as needed. Employees in this class do not directly supervise but can function as lead workers and/or provide on-the-job training to incoming Incident Management Responders. The role requires the ability to work independently, think critically, prioritize, control situations, and make quick decisions under pressure or in hazardous environments.
This role requires the ability to perform routine tasks, move or lift heavy objects, work in various weather conditions (rain, snow, heat, ice), and proficiency in computer applications such as CAD, SAP, Outlook, Excel, Word, and incident reporting tools. The responder must maintain basic first aid and CPR training, work outside normal hours for larger incidents, and skillfully maneuver the IMAP vehicle in all conditions while communicating with response units.
The Senior Responder must have strong communication skills, patience, and an aptitude for training. They should demonstrate defensive driving skills and maintain safe driving habits, with consistent communication with their supervisor.
This role requires the ability to respond and move quickly around fast-moving vehicles unassisted, lift at least 50 pounds, walk long distances multiple times daily, and change a tire unassisted.
Knowledge of fire safety, operation of small hand and power tools, minor mechanical repairs, operation of an IMAP utility truck with winch, traffic control devices, two-way radio systems, and understanding of traffic control dynamics are required.
Related experience in emergency response, medical services, law enforcement, fire, inspection, arson, correctional, security, highway/bridge maintenance, automotive repair, towing, or related fields will be considered.
Applicants must meet the Education Requirements and all KSAs, demonstrating knowledge of roadway maintenance, incident command, safety policies, communication skills, supervision, and legal policies related to incident management.
Additional training includes passing classroom safety, IMAP, and traffic management courses and a field assessment. The successful applicant must hold and maintain current CPR and NCDOT IMAP certifications within 6 months of employment.
This position requires the ability to respond quickly, work in hazardous environments, operate and maintain an IMAP truck, and communicate effectively with other units and partners. Maintaining a neat appearance and good personal hygiene is expected.
Knowledge of NCDOT policies, safety practices, maintenance, construction, incident management, two-way radio systems, and phone communications is essential. The employee may face roadway hazards and emergency callbacks and must be legally able to operate a vehicle. Safety toe shoes are required.
