City of Dallas is seeking a Senior Human Resources Partner to serve as a consultative partner to assigned departments, aligning organizational objectives with HR functions such as compensation, employee relations, recruitment, and development.

The role includes leading HR programs, guiding leaders, conducting investigations, coaching staff, and driving organizational transitions within the city. A bachelor’s degree in HR or related field and several years of HR experience are required.

Responsibilities

  • Provides senior level leadership and project management for HR programs, processes, and activities; delegates assignments and ensures quality.
  • Consults with other HR partners and CoEs to ensure guidelines are administered fairly; recommends changes to processes and guidelines.
  • Provides input to leaders regarding employee relations, organization design, leadership development, compensation, and HR issues; conducts investigations ensuring CoEs process is followed.
  • Fosters communication and empowerment to build manager and employee ownership of the organization and a positive work environment.
  • Responsible for employee and leadership development activities; delivers training and acts as a development coach.
  • Facilitates organizational transitions for employees at assigned groups.
  • Manages recruitment process for open positions; recommends strategies to attract qualified applicants; monitors recruitment metrics.

Builds collaborative relationships, serves as a change agent for initiatives, provides subject matter expertise, and educates Human Resources Partners.Essential FunctionsProvides senior level leadership and project management for HR programs, processes, and activities at assigned groups; delegates assignments and ensures quality.2 Consults with other HR partners and Centers of Expertise (CoEs) to ensure guidelines are administered fairly across the organization; recommends changes to processes, practices, and guidelines.3 Provides proactive input to leaders regarding employee relations, organization design, leadership development, compensation, and other HR issues; conducts investigations regarding employee concerns, ensuring CoEs process is followed and recommends course of action consistent with best practices, addressing root causes of issues; addresses ethics issues swiftly and professionally.4 Fosters methods of communication and empowerment through responsibility to build manager and employee ownership of the organization and a positive work environment5 Responsible for employee and leadership development activities; delivers training to employees and acts as a formal development coach for staff, managers, and executives.6 Facilitates organizational transitions for employees at assigned groups.7 Manages, supports, and monitors recruitment process for open positions; recommends and implements strategies to attract qualified applicants; monitors and reports recruitment metrics.8 Performs any and all other work as needed or assigned.Knowledge and SkillsKnowledge of Human Resources practices and procedures.2 Knowledge of City policies.3 Knowledge of customer service and collaboration.4 Knowledge of HR strategy, mission, and information systems.5 Ability to negotiate contracts and demonstrate strong communication skills.6 Ability to accurately complete processes, forms, and workflows.7 Ability to balance employee needs with business objectives of the City.8 Ability to effectively coach employees and management through complex and difficult issues.9 Ability to identify problems, make recommendations to resolve, and influence decision making.10 Ability to set high personal goals and work independently.11 Communicating effectively both verbally and in writing.12 Establishing and maintaining effective working relationships.MINIMUM QUALIFICATIONSEDUCATION:Bachelor’s degree in a human resources, business/public administration, or social science field.EXPERIENCE:Four (4) years of professional level human resources experience in three (3) or more of the following areas: Change management, Employee relations, Performance management, Employee engagementANDTwo (2) years supervisory/project management responsibilities (This experience may be included in the required experience listed above).EQUIVALENCIES:High school diploma or GED plus eight (8) years of the required experience, including two (2) years of supervisory/project management responsibilities will meet the education and experience requirements.Associate degree in any field plus six (6) years of the required experience, including two (2) years of supervisory/project management responsibilities will meet the education and experience requirements.Bachelor's degree (or higher) in a non-specified field plus six (6) years of the required experience, including two (2) years of supervisory/project management responsibilities will meet the education and experience requirements.Master's degree (or higher) in a specified field plus two (2) year of the required experience, including two (2) years of supervisory/project management responsibilities will meet the education and experience requirements.
