Job summary

Illinois Public Health Institute (IPHI) seeks a Senior Human Resources Manager to lead IPHI’s HR function, advising employees, managers, and leadership. The role is full‑time, exempt, with a 37.5 hour workweek and a hybrid office model in Chicago. The ideal candidate has at least 8 years of HR experience, a relevant degree, and SHRM-CP or PHR.

Qualifications

  • Bachelor's degree or equivalent (HR, Public Health, Business Administration, or related field).
  • Minimum 8 years HR and administrative/office operations experience.
  • SHRM-CP or PHR strongly preferred.
  • Experience in nonprofit or public health sector a plus.

Responsibilities

  • Lead talent acquisition, recruitment, and interview processes with leadership and managers.
  • Investigate HR-related internal complaints and report findings.

  • Research compensation plans for market accuracy in partnership with executives.
  • Manage HR files, I-9 documentation, background checks, and LTD/STD coordination.

JOB SUMMARY

The Senior Human Resources Manager leads the day-to-day operation and continuous improvement of IPHI’s human resources function. The position serves as a trusted advisor to employees, managers and organizational leadership and is responsible for talent acquisition, employee relations, benefits administration, performance management, HR compliance, policy implementation and workforce reporting. Reporting to the COO, the Senior HR Manager exercises sound independent judgment, identifies organizational risk and recommends practical, equitable and legally compliant solutions.

This position is full-time, exempt, and reports to the Chief Operating Officer (COO). IPHI's standard work week is 37.5 hours.

DUTIES AND RESPONSIBILITIES
General
  • Manages the talent acquisition, recruitment, and interview process in partnership with the COO, hiring manager, IT Manager, and Office Manager
  • Manages and investigates HR-related internal complaints and recommends next steps and follow-up to the COO
  • Administers and answers questions concerning IPHI benefits
  • In partnership with the CEO/COO/CFO, researches and ensures market accuracy for compensation plans
  • In partnership with the Administrative Assistant and Office Manager, processes required documents for Short-Term and Long-Term Disability with insurance providers to ensure accurate record keeping and proper deductions. Completes all follow-ups concerning LTD/STD
  • In Partnership with the Administrative Assistant, maintains HR and I-9 files; Completes Forms I-9; verifies I-9 documentation; background checks
  • Supports special projects assigned by the CEO/COO/CFO

Organizational Participation and Support
  • Participates in the development and attends organizational-wide activities
  • Develops, manages and cultivates culture building activities in partnership with the Office Manager, Work and Wellness, and the COO
Human Resources Knowledge and Skill Application
  • Ensures Organizational-wide HR training compliance for Federal, State, and City requirements
  • Ensures Federal, State and City compliance with labor regulations
  • Mitigates IPHI risk through thoughtful use of HR techniques and other skills
  • Tracks the status of candidates in Paychex and internal systems and responds with follow-up letters and correspondence through the recruiting process
  • Partners with the HR Assistant to schedule meetings and interviews as requested by the hiring manager.
  • Prepares new-employee files in partnership with the HR Assistant.
Systems Change
  • Promotes HR programs and policy changes to create an efficient, equitable, conflict-free work environment
  • In partnership with the COO and Leadership team creates, develops and implements organizational policies and procedures to ensure organizational compliance, uniformity, accountability, and ease
Meeting Planning and Facilitation
  • In partnership with the Office Manager, Administrative Assistant, and CEO/COO, assist with the development of all organizational event agendas and activities
  • Manages and supports the Office Manager and IT Manager in maintaining and preparing logistics for internal and external IPHI meetings
Communication & Writing
  • Prepares correspondence and shares organizational communications for HR-related items as requested by the COO
  • Exhibits clear, direct, transparent, open, and respectful communication
  • Actively listens and seeks to understand project, program, team, and organizational needs
Teamwork and Team Relationship
  • Office Manager will report to the Senior HR Manager
  • Assists with the preparation of the performance review process and ensures that reviews are filed in the appropriate employee HR file
  • Provides support to employees on various HR-related topics
  • Performs customer service functions by answering employee requests and questions
  • Ensures confidentiality and integrity of sensitive information
External Relationships
  • Manages and maintains relationships with our HR related account representatives
  • Manages and maintains relationship with our hospitality/catering vendors
  • Manages and maintains relationships with our landlord, security, and building maintenance
Planning and Stewardship of Money
  • Manages and maintains the HR related budget lines
  • Manages and maintains the numerous IPHI org-wide stipends to ensure no overage is happening
  • Participates in the Payroll process with the finance team and the COO/CFO
Administration Management
  • Tracks the status of candidates in Paychex and internal systems and responds with follow-up letters and correspondence through the recruiting process
  • Partners with the Administrative Assistant to schedule meetings and interviews as requested by the hiring manager
  • Prepares new-employee files in partnership with the Administrative Assistant.
  • Ensures that Onboarding and offboarding are completed properly with the Office Manager, IT Manager, and Administrative Assistant

QUALIFICATIONS
  • Bachelor's degree REQUIRED or equivalent of 4 yrs or Masters degree preferred (HR, Public Health, Business Administration, or related field)
  • Minimum 8 yrs of HR and administrative/office operations experience required
  • SHRM-CP or PHR strongly preferred
  • Experience in a nonprofit or public health organization is a plus
  • High aptitude in problem-solving and critical thinking
  • High attention to detail and discretion with confidential information
  • Strong Customer Service understanding and skill

JOB REQUIREMENTS
  • The position is full-time, exempt, 37.5 FTE hours per week
  • IPHI is a hybrid organization and this role will require in office days of Tuesday, Wednesday, and Thursday
  • Must be able to sit at and operate a computer and other office equipment for a significant portion of the workday
  • Must be able to move about the office to access files and supplies
  • This position may entail occasional work in the evenings or on weekends and may require occasional travel for one or more nights from time to time
  • This position is located in Chicago, at 310 E Peoria St.
Compensation

This position offers a salary range of $83,400 - $107,291 per year, depending on experience and qualifications.

Location

This position is located in Chicago. IPHI operates a hybrid office work model where team members work in the office two days per week (Tuesday, Wednesday, or Thursday), and individuals may work in the office or remotely the other three days per week. There is travel for meetings and site visits within Chicago, the suburbs, and Illinois. Occasional overnight travel within Illinois or nationally for conferences and training may be required.
