TheSenior Human Resources Business Partner (Sr. HRBP)partners with leaders across departments to support and align HR practices with organizational goals. Areas of focus include recruitment and talent acquisition, labor relations, classification and compensation, performance management, employee engagement, compliance, and policy implementation. The Sr. HRBP ensures that HR strategies are legally compliant, equity-driven, and supportive of a positive workplace culture.
Key Responsibilities:
- Lead recruitment and selection processes for civil service, union, and non-union positions.
- Develop outreach and sourcing strategies to strengthen workforce diversity.
- Oversee onboarding and orientation for new employees to ensure a positive start and policy compliance.
- Serve as a trusted advisor to employees and supervisors on employee relations issues.
- Participate in labor contract negotiations, grievance resolution, and related union matters.
- Conduct investigations into workplace complaints, disciplinary issues, and misconduct.
- Conduct job classification reviews and support compensation planning.
- Provide data-informed recommendations for salary adjustments and internal equity.
- Ensure compliance with wage and hour regulations, including FLSA and pay transparency laws.
- Interpret, apply, and ensure adherence to HR policies, procedures, and applicable employment laws (e.g., ADA, FMLA, COBRA, Title VII).
- Review and revise personnel policies and employee handbooks.
- Support implementation of employee evaluation and performance improvement systems.
- Identify training needs and coordinate professional development programs.
- Coach supervisors on best practices in team management and employee development.
- Identify opportunities to streamline HRIS workflows and improve data integrity.
- Act as a strategic partner to department heads and senior leaders on workforce planning and change initiatives.
- Represent HR in interdepartmental committees, task forces, and external partnerships.
Qualifications:
- Bachelor’s degree required, in Human Resources, Public Administration, Business, or a related field strongly preferred.
- Master’s degree or professional certification (e.g., SHRM-CP, IPMA-HR, PHR) preferred.
- Minimum of 3+ years of progressive experience in HR.
- Experience in public sector or unionized environments strongly preferred.
Knowledge, Skills, and Abilities:
- Comprehensive knowledge of employment law, HR policies, and public sector HR practices.
- Exceptional interpersonal and conflict resolution skills.
- Strong analytical, organizational, and project management abilities.
- High level of discretion and ability to maintain confidentiality.
- Proficiency in HRIS platforms and Microsoft Office tools.
Working Conditions:
- Office environment with occasional site visits, training, or off-site meetings.
- Some evening or weekend work may be required based on organizational needs. Ex: Job fairs, conferences, leadership development sessions etc. This could happen few times a year but not frequent.
