Job summary

Hm Ec is seeking an HSE Manager to lead safety for petrochemical construction projects in Pasadena, TX. You will supervise field personnel, coordinate incident investigations, and drive continuous improvement through data trends and client engagement.

The role requires strong knowledge of OSHA 1926, TWIC, and field safety metrics, with after-hours incidents support and budget adherence. Travel to active sites is expected.

HSE Manager

Core Job Responsibilities

Lead and manage HSE field personnel, including workload planning, coaching, and accountability

Translate reports and data trends into actionable insights to drive continuous improvement in HSE performance

Serve as the primary point of contact for incident notifications, including after-hours support, and lead incident response, investigation, and case management

Manage and adhere to project and department HSE budgets

Represent HSE in client meetings, audits, and high-visibility situations, including addressing performance concerns

Drive HSE campaigns and initiatives aligned with company risk trends and client priorities (e.g., heat stress, property damage prevention, Good Catch participation)

Ensure consistent implementation of HSE programs, policies, and procedures across all job sites

Collaborate with Operations to plan work safely while maintaining alignment with production goals

Conduct field engagement visits (minimum 3-4 times per week) to maintain visibility and support field execution

Lead incident investigations to identify root causes and implement effective corrective actions

Communicate effectively with all levels of the organization, from craft personnel to executive leadership

Review and certify OSHA log submittals prior to Leadership sign off

Supportand advise on bid/estimate PQF submissions

Reviewand approve EHW safe work plans in the HSE Director’s absence

Coordinateand lead department meetings (e.g., weekly/quarterly L10)

Perform other duties asassigned by the Director, as needed

Essential Qualifications

• A minimum of eight (8) years of experience in petrochemical construction safety, or five (5) years with a bachelor’s degree in Occupational Safety and Health or a related field experience
• Demonstrated ability to use HSE performance metrics, trend data, and field feedback to make informed decisions, identify risk areas, and support continuous improvement.
• Proven ability to lead incident investigations and manage casework, including root cause analysis and corrective actions
• Experience leading or supporting HSE personnel and field operations, including coaching and performance management
• Strong communication skills with the ability to represent HSE in client-facing and high-pressure environments
• Intermediate to advanced understanding of construction safety standards OSHA 1926. (e.g., excavations, scaffolding, steel erection, working at heights, incident investigation, and case management)
• Ability and willingness to support after-hours incident response and business needs as required
• Must possess, or be able to obtain, a Transportation Worker Identification Credential (TWIC) card
• Basic knowledge of DOT regulations

Preferred Qualifications

• ASP, CSP, CHST, OHST, or similar certifications are highly preferred
• Associate degree or bachelor’s degree in Occupational Safety and Health or a related field preferred
• Bilingual in English and Spanish strongly preferred, with the ability to effectively communicate with craft personnel in the field

Environment

This position operates primarily in a professional office environment and is not designated as a remote role. Regular travel to active construction job sites is required (approximately 1–2 times per week). Field environments may include exposure to outdoor weather conditions, elevated work areas, and typical construction site hazards. Appropriate personal protective equipment (PPE) is required during site visits.
