Job summary

FYI - For Your Information, Inc. is seeking a Senior Human Resources Manager to serve as the subject matter expert on a high-visibility program for the U.S. Secret Service Office of Human Resources.

You will lead the development of the agency's Human Capital Strategic Plan and HCOPs, building staffing targets and growth strategies for both Law Enforcement and non-Law Enforcement personnel. Qualifications

• Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field.
• 10+ years of experience in federal human capital management.
• Demonstrated experience developing strategic plans and workforce growth models for federal agencies or similar organizations.
• U.S. citizenship and ability to pass a limited background investigation.
• Strong analytical, writing, and stakeholder engagement skills.

Responsibilities

• Lead development, writing, and publication of the Secret Service's Human Capital Strategic Plan (HCSP) for FY2028-2032.
• Lead biennial development of Human Capital Operating Plans (HCOPs).
• Use workforce data to build staffing targets and growth strategies for Law Enforcement and non-Law Enforcement personnel, including surge and readiness planning.
• Translate strategic objectives into actionable initiatives with defined roles, timelines, and resource requirements.
• Build performance monitoring frameworks with measurable metrics and milestones.
• Conduct workforce analyses on labor market trends, attrition, retirements, and skills gaps.
• Incorporate stakeholder input through interviews, focus groups, and surveys; prepare briefings for senior leadership.
