Job summary

State of South Carolina’s Department of Labor, Licensing and Regulation seeks an experienced Human Resources Manager to lead benefits, payroll, time and leave, and position funding for the agency.

The role will supervise HR staff, administer comprehensive benefits (health, retirement, disability, life), and ensure accurate payroll processing and policy adherence. Strong communication and discretion are essential.

Qualifications

• Bachelor’s degree in HR or related field.
• At least 10 years of HR or benefits experience.
• Strong knowledge of HR principles and agency policies.
• Excellent written and verbal communication skills.
• Ability to manage benefits, payroll and time/leave processes.

Responsibilities

• Lead the Agency’s benefits program, workers’ compensation, time and leave, payroll, and position funding.
• Administer a comprehensive benefits plan including health/dental, retirement, disability, group life and death benefits.
• Oversee payroll administration, payroll inquiries, transactions, deductions, W-2/W-4, direct deposit, and HR actions.
• Supervise and mentor HR staff.
• Lead time and leave management including FMLA and ADA.
• Manage workers’ compensation and coordinate wellness initiatives.
• Provide guidance to supervisors and employees on benefits, payroll, FMLA, workers’ comp and ADA.
• Assist with records retention, policy revisions, training, reports and awards programs.
