Job summary

City of Detroit is seeking a Housing Compliance Inspector IV within the Human, Homeless and Family Services Department to perform scheduled and annual inspections on single and multifamily residences, ensuring compliance with HUD and local standards. The role includes evaluating construction plans, coordinating with contractors, and preparing reports for city management.

The ideal candidate has strong knowledge of housing laws, inspection methods, and cost estimation, plus lead hazard assessment

Qualifications

• High School graduation or GED.
• Minimum of two (2) years experience in conducting housing inspections, writing specifications and working with contractors.
• Three (3) to four (4) years experience in conducting housing inspections, writing specifications and working with contractors.
• It is required that Housing Compliance Inspectors possess a certificate as Lead Supervisor through the State of Michigan’s Department of Health and Human Services (MDHHS) Healthy Homes Section (HHS) within six months of hire and receive continued training to renew the certificate on an as-needed basis.

Responsibilities

• Conduct scheduled or periodic housing inspections to determine adherence to HUD, local, and funding requirements.
• Oversee inspection and evaluation of housing improvement projects; approve change orders and payment requests.
• Analyze construction contracts for conformance and cost; negotiate revisions with stakeholders.
• Coordinate meetings with contractors, project managers, engineers, and homeowners.
• Interpret and explain contract terms to owners/developers and staff.
• Monitor lead hazard risk assessments and lead-based paint inspections.
• Direct follow-up inspections to ensure work is completed and compliant.
• Prepare and send noncompliance letters; report noncompliance to program manager when needed.
• Verify re-inspections to ensure deficiencies are corrected.
• Review inspection reports and advise on program participation termination when needed.
