Job summary

County of San Mateo’s Department of Housing seeks a Housing and Community Development Specialist III to advance affordable housing projects across the county. The role focuses on managing development loans, underwriting, and program support to expand housing supply and access for diverse communities while collaborating with city staff and the Housing Authority.

The ideal candidate will be skilled in loan drafting, regulatory compliance, and multi-project management, with experience in LIHTC

Qualifications

• Ability to communicate effectively with the public and stakeholders.
• Experience negotiating loan terms and drafting complex agreements.
• Strong project management skills across multiple projects.
• Knowledge of affordable housing financing and LIHTC programs.
• Experience coordinating with county agencies and city housing teams.

Responsibilities

• Administer federal, state, and local housing funding through lending and project oversight.
• Negotiate loan terms with developers and oversee contract compliance.
• Support funding applications and NOFAs/RFPs for housing projects.
• Develop and administer housing programs, including affordable new construction and rehab.
• Design compliance, monitoring, and asset management systems for loans and grants.
• Manage loan portfolios and provide analysis on restructures or refinancings.
• Prepare funding recommendations and reports for the Board of Supervisors.
